On December 19, Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee, attended the groundbreaking ceremony for the office, hotel and luxury apartment complex (Times Square Hanoi Complex) and the junior high school and kindergarten project at No. 2 Pham Hung Road, Yen Hoa Ward.
Speaking at the event, Khuc Thi Quynh Lam, Chairwoman of the Members' Council of Thang Long Property Co Ltd, said the groundbreaking ceremony forms part of a series of particularly important political events, as the country simultaneously launches, inaugurates and opens to technical traffic 234 major projects across 34 provinces and cities to welcome the 14th National Party Congress.
With a land-use area of 40,000 square meters, the Times Square Hanoi Complex includes a mixed-use zone (offices, serviced apartments, hotels and luxury apartments) and a school zone.
Thang Long Property serves as the investor, with total investment capital of nearly VND5 trillion (US$190 million). The project will run from 2025 to 2030.
The project aims to deliver high-quality construction products and a premium, convenient living environment with full commercial, office, hotel, serviced apartment, luxury residential, school and supporting amenities.
Through this project, the city will implement Hanoi's housing development plan, zoning plans, detailed plans and the approved investment policy, thereby expanding the city's housing stock, enhancing the urban landscape and contributing to local socio-economic development.
According to the 1/500 detailed plan approved by the Hanoi People's Committee under Decision No. 1554/QD-UBND dated April 2, 2021, the project covers about 40,000 square meters.

The mixed-use zone occupies 32,400 square meters. Its total gross floor area reaches 748,510 square meters, including technical floors and basements. The net usable floor area totals 495,946 square meters, while basements cover 161,990 square meters.
The podium construction density stands at 50%. The tower block rises 37 floors above ground with five basement levels.
The school zone covers 7,600 square meters with four floors. Its total floor area reaches 10,915 square meters, with a construction density of 40%.
Addressing the ceremony, Vice Chairman Nguyen Manh Quyen affirmed that with modern planning, the Times Square Hanoi Complex will become a high-quality complex that actively contributes to the city's service, commercial and accommodation infrastructure, aligning with the goal of building a "cultured, civilized and modern" capital.
He noted that investment in public facilities, including the junior high school and kindergarten, carries strong social significance.
Once completed and operational, these facilities will reduce pressure on local social infrastructure, meet rising public demand, improve teaching and learning quality and create a safe, modern and friendly educational environment for students.

With a spirit of partnership, support and facilitation for investors, Hanoi commits to close coordination and timely resolution of difficulties during implementation, ensuring the project follows approved planning, schedule and legal regulations, thereby helping shape a modern urban space, elevate the area's image and contribute to the capital's socio-economic development," he said.

To ensure progress and quality, Vice Chairman Nguyen Manh Quyen requested city departments, agencies and Yen Hoa Ward to strengthen guidance for the investor, coordinate closely and promptly address difficulties during implementation, ensuring full compliance with regulations on planning, investment, construction, land use and environmental protection.
He also urged the investor to mobilize all resources to complete construction on schedule, apply modern technologies, ensure quality, pay attention to environmental protection and social welfare and contribute positively to Hanoi's socio-economic development and that of the country.
"With the investor's efforts, the active coordination of departments and local authorities and public support, the Times Square Hanoi Complex will soon be completed and put into operation, maximizing investment efficiency, improving living standards and driving the capital's socio-economic growth," the Vice Chairman said.
