The groundbreaking ceremony for the Red River Landscape Boulevard project.
On December 19, in Phu Thuong Ward, Hanoi held the groundbreaking ceremony for the Red River Landscape Boulevard Construction Investment Project, a project of special importance and strategic significance for the capital's long-term development.
Attending the ceremony were Politburo member and National Assembly Chairman Tran Thanh Man, former Hanoi Party Secretary Pham Quang Nghi, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai, Standing Vice Head of the Central Internal Affairs Commission Vo Van Dung, Minister of Science and Technology Nguyen Manh Hung, State Auditor General Ngo Van Tuan, former Minister of Natural Resources and Environment Pham Khoi Nguyen, among others.
From Hanoi, attendees included Party Central Committee member, Vice Hanoi Party Secretary and Chairman of the Hanoi People's Committee Vu Dai Thang, former Vice Party Secretary and Chairman of the Hanoi People's Committee Nguyen The Thao, and Vice Party Secretary and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha.
The Red River Landscape Boulevard Project stands among 234 key projects simultaneously launched, inaugurated, or opened to technical traffic across 34 provinces and cities nationwide to celebrate the 14th National Party Congress.
The project's launch helps realize national strategic development orientations and concretize Hanoi's development goals in the new phase.
Under planning orientations, the project carries a preliminary total investment of about VND855 trillion (US$32.5 billion) and follows a public-private partnership model. The study area spans about 11,000 hectares from Hong Ha Bridge to Me So Bridge, covering 19 wards and communes in Hanoi.
Investment components include an approximately 80-kilometer traffic boulevard, a 3,300-hectare system of scenic and recreational parks and about 2,100 hectares of cleared land for urban redevelopment. The project is divided into four independent subprojects.
Subproject 1 covers the left-bank scenic boulevard, implemented across seven wards and communes of Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien and Bat Trang.
This subproject includes the left-bank boulevard with four to ten lanes over about 35.78 kilometers, a 29-kilometer riverside scenic road, four scenic park clusters totaling about 2,250 hectares and a 29-kilometer left-bank embankment system.
Subproject 2 covers the right-bank scenic boulevard from Hong Ha Bridge to Me So Bridge, passing through nine wards and communes of O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Linh Nam, Thanh Tri, Nam Phu and Hong Van.
It includes an eight- to 10-lane right-bank boulevard extending about 44.82 kilometers, a 19-kilometer riverside scenic road, four riverside park clusters totaling about 1,004 hectares and a 30-kilometer right-bank embankment system.
Subproject 3 develops an underground metro line along the right bank of the Red River, about 42 kilometers long, crossing nine wards and communes. This metro will connect synchronously with the city's urban rail network, supporting modern and long-term transport infrastructure.

Subproject 4 develops on-site resettlement urban areas within the overall project, mainly in the form of high-rise apartment complexes.
Speaking at the ceremony, Chairman of the Hanoi People's Committee Vu Dai Thang stressed that building the Red River Landscape Boulevard responds to an objective and urgent need to redevelop riverside urban space, complete infrastructure and open a more sustainable and modern development path.
The project will complete the transport infrastructure system, promote urban development along both riverbanks and create a modern riverside urban space aligned with sustainable development orientations and improved quality for the capital's urban core.
He said the project aligns with directions given by Party General Secretary To Lam during the Politburo's working sessions with the Hanoi Party Committee and with Politburo resolutions, including Resolution No. 15-NQ/TW dated May 5, 2022 on Hanoi's development orientation and Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development.
According to the Chairman, the National Assembly promptly issued a resolution piloting special mechanisms and policies for major and important capital projects. The Government and Prime Minister have provided close direction, creating a legal framework and favorable conditions for decisive and lawful implementation.
"This clearly demonstrates strong unity from central to local levels in turning major policies into concrete, long-lasting projects," he said.
"When completed, the Red River Landscape Boulevard will not only serve as a transport project but also create a modern cultural, ecological and landscape space, ensure flood safety, support urban redevelopment, improve living quality, and generate socio-economic growth momentum, contributing significantly to the 11% growth target for 2026-2030," Chairman Vu Dai Thang said.
He committed to decisive leadership, close coordination with central ministries and related units, strict adherence to schedules, quality standards, legal regulations and strong protection of the legitimate rights and interests of residents in the project area.
Representing the investor consortium, Tran Dang Khoa, Chairman of the Board of Dai Quang Minh Real Estate Investment JSC, said he feels honored to participate in the project, which will shape a sustainable urban image and stand as one of the most significant works in the capital's new development era.
He said that upon completion, the project will deliver lasting value, including ensuring safe flood discharge space for the Red River, a prerequisite to protect the entire Red River basin and surrounding areas.

The project will establish advanced management, maintenance and operation systems, apply cutting-edge technologies for flood warning, water regulation, environmental treatment and post-storm landscape restoration. This will also create an integrated road, waterway and metro transport system to move passengers and goods and connect the historic inner city with broader capital regions.
Notably, the project will drive comprehensive resettlement and renewal for existing communities, bringing a positive transformation that offers better living conditions and environments for residents.
"With this vision, the overall Red River Landscape Boulevard project will comprehensively transform riverside urban areas, form a modern cultural and ecological economic space symbolic of Vietnam in the new era and promote development of Hanoi, the Red River Delta and the country," Khoa said.
The project is expected to be completed and inaugurated on the 100th anniversary of the Communist Party of Vietnam's founding on February 3, 2030, carrying major political and social significance for Hanoi and the nation.
