On April 7, Nguyen Van Phong, Vice Secretary of the Hanoi Party Committee and head of Inspection Team No. 5 of the Hanoi Party Committee's Standing Board, chaired a conference to review the draft inspection report on the Standing Board of the Ha Bang Commune Party Committee.
Vu Dang Dinh, member of the Hanoi Party Committee's Standing Board, Secretary of the Hoan Kiem Ward Party Committee, Chairman of the Hoan Kiem Ward People's Council and Deputy Head of Inspection Team No. 5, presented the draft report.
Dinh said that in recent years, the Ha Bang Commune Party Committee has continued to renew its leadership approach based on the principle of clear accountability.
The commune has focused on leading and directing the timely and serious implementation of the resolutions of the 14th National Party Congress, the 18th Hanoi Party Congress and related action programs.
It has also strictly maintained working regulations and developed programs and plans to implement Party Congress resolutions at all levels with quality and timeliness. Task assignments to each agency and unit have ensured clear responsibilities, duties and outcomes.
Assigned agencies have coordinated closely to carry out tasks, while the accountability of civil servants has improved. Administrative reform and digital transformation have been strengthened and bottlenecks have gradually been addressed.
At the same time, building a clean and strong Party organization and political system, with a focus on responsibility and role modeling, has received comprehensive and consistent attention.
The operation of the four governance pillars, including the Party Committee, People's Council, People's Committee and Fatherland Front, along with socio-political organizations, has been smooth and well-coordinated without overlap.
These efforts have contributed to socio-economic development, strengthened local defense and security, maintained social order and built trust and unity among officials, Party members and residents.
In his concluding remarks, Vice Secretary of the Hanoi Party Committee Nguyen Van Phong acknowledged and highly appreciated the efforts of the Ha Bang Commune Party Committee in quickly adapting to the two-level local government model and leading all aspects of political, economic, social, defense and security tasks, as well as successfully organizing the election.
He noted that the commune has proactively assessed its situation, identified challenges, limitations, bottlenecks and advantages and initially developed an appropriate socio-economic development orientation.
For the coming period, he requested that Ha Bang Commune further enhance its understanding of the new organizational model, fundamentally change its mindset and working methods toward proactive and creative approaches and directly engage with residents while fully utilizing its delegated authority.

The commune should also carefully study the capital's master planning and major policies of the central government and the city to clearly define its position, potential and development space in the western area, especially advantages linked to the high-tech zone and university cluster, which are decisive for long-term development.
In planning, he emphasized the need to reserve land for future development, education, social infrastructure, transportation and economic activities, while firmly preserving historical sites and local identity.
Development planning must account for rapid population growth, ensure adequate infrastructure and avoid rigid land allocation when potential has not been fully assessed. The commune should boldly allocate land for reserve spaces, education and new services.
Regarding economic restructuring, Phong stressed the need to align development with the high-tech zone and university area. Agriculture should transition toward urban agriculture.
Commerce, services and rental housing models should be developed systematically, linked with environmental management, public order and cultural and social development.
Industrial cluster development must be carefully considered to avoid environmental and security issues if relocation goals are not achieved.
He highlighted the crucial role of education, urging the commune to review and improve workforce quality, innovate management practices and avoid localized thinking.
Ha Bang Commune should develop integrated school systems of appropriate scale instead of scattered small facilities, with focused and long-term investment to build a sustainable foundation.
At the same time, the commune should accelerate digital transformation, build a digital society and economy and effectively utilize the city's digital governance platforms to improve management efficiency.
Supporting residents in bringing products to e-commerce platforms, promoting e-invoices and enhancing digital skills are necessary directions.

Social welfare should also be addressed, given the high proportion of agricultural and informal workers, by promoting voluntary insurance and linking cooperative development with social security.
