Also present were Politburo members including National Assembly Chairman Tran Thanh Man, Standing Member of the Secretariat Tran Cam Tu, and Le Minh Tri who is Secretary of the Party Central Committee and Permanent Vice Chairman of the PCC’s Commission for Internal Affairs, along with other leaders of the Party and the State.

Hanoi officials attending the event included Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Bui Huyen and Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan.
Representing the grassroots committees of Cluster 1, Nguyen Cao Bien who is Secretary of Residential Group 5 and Head of its Fatherland Front Working Committee reported that after the administrative reorganization, Cluster 1 consists of eight residential groups with more than 2,200 households and about 8,000 residents.
He noted that the community maintains strong unity, high educational levels and trust in the Party's leadership and actively participates in local movements.
Under the guidance of the Party Committee, People's Committee and Fatherland Front Committee of Ba Dinh Ward, the Fatherland Front Working Committees have strengthened their sense of responsibility and renewed their activities while implementing major patriotic movements and campaigns.
In 2025, the cluster recorded 1,843 out of 1,908 households earning the "Cultural Family" title, reaching 96.6 percent, and all eight residential groups were recognized as "Cultural Residential Groups".
Residents actively joined movements such as "All People Unite to Build New Rural Areas and Civilized Urban Communities", "All People Unite to Build a Cultural Lifestyle" and "Building Elegant and Civilized Hanoians" and followed public conduct regulations.
Speaking at the event, National Assembly Chairman Tran Thanh Man commended Hanoi and Ba Dinh Ward for their achievements. He said the celebration was held in a joyful and warm atmosphere, with the Fatherland Front staying close to the people, ensuring order and improving the quality of life in Cluster 1.

He stressed that from now until late 2025 and early 2026, the country will prepare for major events such as the 14th National Party Congress, the Patriotic Emulation Congress, the 80th anniversary of the first National Assembly election, and the election of the 16th National Assembly and People's Councils for the 2026 to 2031 term.
He requested that Hanoi focus on effectively implementing the Resolution of the 18th Party Congress of the city, asking the city to address four issues highlighted by the General Secretary, including traffic congestion, urban order and cleanliness, environmental pollution affecting water and air quality, and flooding in urban and peri urban areas while striving to meet and exceed the socio economic targets of 2025.
He also called for strong renewal of the Fatherland Front's operations following the General Secretary's instructions on "three nears" which are near the people, near the grassroots and near the digital space, "five musts" which are listen, engage in dialogue, lead by example, take responsibility and report results, and "four nos" which are no formality, no avoidance, no passing responsibility and no acting beyond one's mandate.
He urged the ward's Fatherland Front to further promote the movement "All People Unite to Build New Rural Areas and Civilized Urban Communities", strengthen community self governance and build a neighborhood that is bright, green, clean, beautiful and safe while aligning with the movement "All People Protect National Security" and striving for a ward free of social evils, electronic cigarettes, drugs and law violations.
He asked local leaders to stay informed of people's concerns, uphold grassroots democracy and ensure that residents fully exercise their rights under the principle "the people know, the people discuss, the people do, the people inspect, the people supervise and the people benefit".
He encouraged diverse and effective communication and mobilization methods, timely recognition of exemplary models, strong promotion of learning and talent development movements, care for families with meritorious service and mobilization of community support for vulnerable groups.
He conveyed his best wishes on behalf of the General Secretary and central leaders, expressing hope that the Party Committee, government and residents of Hanoi and Ba Dinh Ward will fulfill their 2025 tasks and achieve the socio economic goals for 2025 to 2030 while effectively implementing the spirit of the documents of the 14th National Party Congress and preparing well for the election of the 16th National Assembly and People's Councils at all levels for the 2026 to 2031 term.
