The Government's meeting reviewing the national plans on science, technology, innovation, and digital transformation.
Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation, and Project 06, chaired the first meeting of the committee.
The meeting at the Government headquarters was attended by Deputy Prime Ministers Ho Duc Phoc and Bui Thanh Son, along with leaders from ministries, municipal and provincial authorities, universities, and related organizations.
In his presentation, Deputy Chairman of the Hanoi People's Committee Nguyen Trong Dong said that Hanoi in 2024 put the one-level Public Administration Service Center in a test run to renovate administrative procedures.
The initiative has created a smart administrative system that operates beyond geographical boundaries, best serving the needs of residents and businesses in the capital as it helps improve public satisfaction with government services and boost Hanoi's SIPAS index ranking, he said.
Hanoi opened two branches of the Public Administration Service Center in Cau Giay and Tay Ho districts to receive administrative procedure applications from departments and other districts, Dong said.
He added that the city plans to set up 10 other branches on April 1, 2025 to cover administrative works in 27 other districts. Development is now underway, involving postal and technology enterprises, to operate these public service agencies.
"Establishing a one-level Public Administration Service Center under the provincial-level People's Committee is the right direction, aligning with society's inevitable trends and the goal of restructuring government agencies for streamlined, efficient operations," Dong said.
"Setting up branches in major districts allows administrative procedures to be handled regardless of geographical boundaries. This helps minimize time and costs, making it more convenient for residents and businesses."
The centers help change the mindset among government agencies to view citizens and businesses as customers, and make them provide high-quality public services to meet people and businesses' satisfaction, the deputy chairman said.
Hanoi is also strengthening real-time digital monitoring of administrative procedures across agencies, Dong said.
A digital tracking and evaluation system ensures transparency, allowing citizens and businesses to oversee the progress of their applications, he added.

"The launch and operation of the centers also ensure the use of artificial intelligence (AI) and data connectivity in administrative procedures. It aims to reshape the relationship between the public and government agencies, and create a 'borderless' administrative environment," the deputy chairman said.
According to the Deputy Chairman of the People's Committee, Hanoi is actively carrying out key tasks following the spirit of Resolution No.57-NQ/TW issued on December 22, 2024 by the Politburo on breakthrough development in science, technology, innovation, and national digital transformation.
Under the leadership of the General Secretary and the Central Steering Committee, Hanoi has conducted research, organized scientific workshops, and gathered expert opinions to refine its action plan.
The city has also issued an implementation plan for Resolution 03/NQ-CP, emphasizing the principle of "clear responsibilities, clear tasks, clear timelines, clear outcomes", ensuring accountability and effective monitoring.
The Hanoi Party Committee's action program comprises 19 specific targets for Party agencies and 30 targets for administrative agencies by 2030, with a vision for 2045. Hanoi is determined to make science, technology, and innovation its top driving force, aiming to become a leading center in these fields in the region.
This is a key factor in boosting labor productivity, transforming the economic growth model, improving urban governance, and ensuring sustainable socio-economic development.
It lays the foundation for Hanoi's deep international integration, enhances its global competitiveness, and positions the city as a national leader in digital transformation.
