The ceremony was attended by several Politburo members, including Tran Cam Tu, Permanent Member of the Party Central Committee’s Secretariat; Le Minh Hung, Secretary of the Party Central Committee and Head of the Party Central Organization Commission; and Phan Dinh Trac, Secretary of the Party Central Committee and Head of the Party Central Commission for Internal Affairs.
Nguyen Duy Ngoc, Secretary of the Party Central Committee and Chairman of the Party Central Committee’s Inspection Commission, and Bui Thi Minh Hoai, Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, were in attendance.
The event was also joined by members of the Party Central Committee, leaders of Party Central agencies, the Central Inspection Commission, the Office of the Party Central Committee, and the Office of the General Secretary.
Representing Hanoi were several key leaders. They included Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People’s Committee.
Also present were Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi Party Committee, Phung Thi Hong Ha, Deputy Secretary of the Party Committee and Standing Vice Chairwoman of the Hanoi People’s Council, and Nguyen Trong Dong, Deputy Secretary of the Party Committee and Vice Chairman of the Hanoi People’s Committee.

At the ceremony, Hoang Dang Quang, Member of the Party Central Committee and Standing Deputy Head of the Party Central Organization Commission, announced Politburo Decision No. 2502-QDNS/TW dated November 3, 2025, on personnel work.
According to the decision, the Politburo appointed Politburo Member, Secretary of the Party Central Committee, and Chairman of the Party Central Committee’s Inspection Commission Ngoc to cease participation in the Party Secretariat for the 13th tenure.
He was assigned to join the Executive Committee and the Standing Committee of the Hanoi Party Committee, serving as Secretary for the 2025–2030 term.

In his remarks, Party General Secretary Lam recognized and highly appreciated the contributions of Comrade Hoai to the development of the capital.
The General Secretary congratulated Secretary Ngoc on being trusted and assigned by the Party Central Committee to hold the position of Secretary of the Hanoi Party Committee.
He emphasized that this is not only a great honor and pride for Secretary Ngoc, but also a reflection of the Party’s confidence and the people’s expectations of his leadership.

The General Secretary noted that Secretary Ngoc is a well-trained leader who has grown through practical experience. He has spent many years working for the Hanoi Police, holding various positions, and gaining extensive experience in advisory and leadership roles, making significant contributions to the country’s development.
In recent years, Secretary Ngoc has actively worked with the Politburo and the Secretariat to successfully implement socio-economic development tasks, contributing to the nation’s transition into a new stage of growth.
Highlighting that Secretary Ngoc is not only a central-level official but also a citizen of Hanoi, General Secretary Lam expressed his confidence in his leadership.
He emphasized that with practical experience and deep understanding of the city, Secretary Ngoc will continue to work closely with the Standing Committee of the Hanoi Party Committee to maintain unity and solidarity.
He believed that Secretary Ngoc would strive to successfully implement the Resolution of the 18th Congress of the Hanoi Party Organization.
In the near term, the General Secretary urged close coordination with central agencies to ensure political security and social order in the capital. This, he said, would contribute to the successful organization of the 14th National Party Congress.
He also underscored that Hanoi must continue to live up to its status as the thousand-year-old capital — a center of politics, economy, innovation, and growth for the entire nation.
General Secretary Lam called on all leaders, officials, and Party members of Hanoi to support and assist Secretary Ngoc in successfully fulfilling his assigned duties.
He also requested central ministries and agencies to continue supporting Hanoi in implementing the goals and tasks set out in the Resolution of the 18th Party Congress of the city.

Delivering his speech upon taking office, Secretary Ngoc expressed deep gratitude to the Politburo, the Party Secretariat, and particularly to General Secretary Lam for their trust, guidance, and dedicated support throughout his career.
He stated that this appointment represents both the Party’s confidence and the organization’s assignment — and serves as a reminder of his duty to devote all his passion, intellect, and responsibility to serve the Party, the people, and the capital.
Secretary Ngoc emphasized that Hanoi holds a special place in his career, as it was where he began his professional journey as a Hanoi police officer. The city provided him with valuable lessons in public service, dedication, integrity, and responsibility.

Recognizing both the great honor and the heavy responsibility of his new role, Secretary Ngoc pledged to give his utmost effort, working diligently, impartially, and objectively, without hesitation or avoidance, and to fully dedicate himself alongside the Hanoi Party Committee, government, and people to accomplish all tasks entrusted by the Party and the State.
He affirmed that he would work closely with the Standing Committee, the Executive Committee, and all members of the Hanoi Party Organization to uphold unity, prioritize collective interests, and place people at the center and as the measure of all development. He also underscored the importance of turning words into action and acting for the people, for the nation, and for the capital.
