Under the plan of the Hanoi People's Committee, the groundbreaking ceremony is scheduled for the morning of December 19, 2025. It will take place simultaneously with several other major projects across the city and nationwide, creating a strong emulation atmosphere ahead of a major national political event.

Design of the project.
The groundbreaking ceremony for the Gia Binh Airport connection road project will be held in Thu Lam Commune, Hanoi.
The project aims to build a direct road linking Gia Binh Airport with Hanoi to form the shortest, most modern, and most visually appealing transport axis. It is designed to open up new development space, promote socio-economic growth, and enable efficient operation of a modern and smart logistics zone integrated with e-commerce to meet development needs.
In combination with Gia Binh Airport, the project is expected to help ease pressure on Noi Bai International Airport and strengthen regional connectivity for the capital. The route passes through Thuan An, Phu Dong, Thu Lam, and Dong Anh areas of Hanoi as well as Tu Son and Phu Khe wards in Bac Ninh Province.
The preliminary scale, subject to final appraisal and approval, includes a newly built section starting at the connection point with the road in Bac Ninh Province and ending at the interchange with the Hanoi–Ha Long Expressway and the Hanoi–Thai Nguyen Expressway or Ring Road 3. This section has an estimated length of about 7.0 kilometers and a width of 120 meters.
The section overlapping the Hanoi–Thai Nguyen Expressway or Ring Road 3 runs from the end of the first section to the interchange with the road leading to Tu Lien Bridge. It has a total length of about 6.55 kilometers, including a 1.625-kilometer segment in Bac Ninh Province, and will be expanded to a width of 120 meters.
The project also includes two connecting ramps between the Hanoi–Thai Nguyen Expressway or Ring Road 3 and the Tu Lien Bridge access road. Each ramp is designed with three lanes, a width of 14 meters, and a total length of about 2.5 kilometers to serve direct turning movements.
The preliminary land use demand is about 289.87 hectares, including areas within Bac Ninh Province, with final figures to be determined during appraisal and approval.
Construction of the road and related infrastructure is expected to take place during 2025 and 2026. The project is planned as a public-private partnership under a build-transfer contract with land fund payment, with a preliminary total investment of VND32.9 trillion ($1.35 billion).
The preliminary payment method, including land location, area, planning information, and valuation, will be finalized during project appraisal. The proposed payment land is located in Dong Anh and Phu Dong areas within the planned E5-1A and E5-1B subzones, covering about 405 hectares, with an estimated land value of VND37.9 trillion ($1.55 billion).
Another land parcel in Phu Dong area covers about 323.3 hectares and falls within the zoning plan for the eastern expansion area of Hanoi.
The construction of the Gia Binh Airport connection road will create a short, modern transport corridor, opening up new development space. The project is expected to boost socio-economic growth and support the efficient operation of a smart logistics zone integrated with e-commerce.
The project will also help reduce pressure on Noi Bai Airport, meet development needs, and ensure operations for special flights serving Party and State leaders and international diplomacy. Gia Binh Airport phase one has already broken ground, is under construction, and is expected to be put into operation in 2026.
