He recalled that from October 15 to 17, 2025, the 18th Congress of the Hanoi Party Organization took place solemnly and successfully at the National Convention Center. The Congress reviewed the city's development from 2020 to 2025 and set goals and tasks for the 2025 to 2030 period.

The Congress approved the city's development orientation. It set the goal that by 2030 Hanoi will be a capital that is cultured, modern, smart and happy, green and a center of cultural excellence with deep international integration, strong competitiveness and a level of development comparable to capitals of advanced regional economies.
It will serve as a center driving growth of the Red River Delta and northern region, a key national growth pole with regional influence, a major economic and financial hub and a leading center of culture, education, healthcare, science, technology and innovation with stable politics and a peaceful environment where residents enjoy a high quality of life.
The vision for 2045 is for Hanoi to become a fully connected global city with high living standards, comprehensive economic, cultural and social development and characteristics representative of the nation, with a level of development comparable to capitals of advanced countries in the region and the world. The target for per capita GRDP is more than US$36,000.
Based on these development goals, the Congress set forty three key indicators. Economic targets include annual GRDP growth of at least 11% from 2026 to 2030, per capita GRDP above $12,000, the digital economy reaching 40% of GRDP, cultural industries reaching 8% of GRDP, state budget revenue reaching VND3,400 trillion ($3.4 billion), total social investment reaching VND5,000 trillion ($5.0 billion) and registered FDI reaching $25 billion.

Social targets include average life expectancy of 77.5 years, a human development index of about 0.88, annual health checkups for all residents and a happiness index of 9 out of 10.
Urban and environmental targets include an urbanization rate of 65 to 70%, public transport meeting at least 30 percent of travel demand and at least 80% of days each year having good or moderate air quality.
In Party building, the Congress set the goal of admitting at least eleven thousand new Party members each year and raising the share of members and Party organizations rated as performing well or better to over 90%.
The Congress identified three strategic breakthroughs: building and completing institutions for the capital's development, developing high quality human resources and attracting talent and developing modern, smart and well connected infrastructure.
It also adopted ten major tasks and solutions for 2025 to 2030. These include building institutions and policies for the capital, creating a new growth model, promoting science, technology, innovation and digital transformation and improving planning for urban and rural development while protecting the environment and adapting to climate change.
They also cover promoting cultural values, advancing education and human resources, improving social welfare, strengthening defense and security, expanding international cooperation and building a clean and effective Party and political system..
