Thanking Hanoi's leaders for the warm reception, the Governor expressed deep sympathy for the losses suffered by Vietnamese people during the recent storms and floods and said he believed Vietnam would soon overcome this difficult period.

Sharing details about the visit, Governor Shapsha Vladislav Valerievich said the delegation included businesses, experts, and provincial leaders from sectors such as justice, industry, and trade with the intention of expanding cooperation between the two localities.
Providing an overview of local development, the Governor said Kaluga is one of Russia's most dynamic economic regions, ranking among the top in industrial growth, per capita investment, real income growth, and application of advanced technologies in production each year.
He added that the province focuses heavily on infrastructure and transport development to support trade and has achieved notable success in agriculture. It is also among Russia's top five provinces in international cooperation and has helped train more than 350 Vietnamese specialists in recent years.
The Governor invited a delegation from Hanoi to visit Kaluga soon to strengthen friendship and explore deeper cooperation opportunities.
Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu welcomed the proposals from Kaluga and said that as the capital and the nation's political-administrative center, as well as a major hub for the economy, culture, science, technology, and international integration, Hanoi is prioritizing investments in industry, construction, and information technology to create stronger connections within the city and across the northern region.
During 2024 to 2025, Hanoi has carried out large scale projects aimed at building a smart and sustainable urban environment. The city is also developing its healthcare and tourism sectors, improving safety and economic performance, raising living standards, and expanding international cooperation.

Hanoi's business environment has improved sharply, attracting strong flows of both foreign and domestic investment into technology based sectors.
Given these conditions, Luu said Hanoi and Kaluga have favorable foundations to expand cooperation based on Kaluga's strengths, which align well with Hanoi's development priorities. He noted that although initial cooperation has begun, results still fall short of the potential of both sides.
Luu encouraged Russian businesses in general and Kaluga based enterprises in particular to expand investment and technology transfer to Hanoi, especially in manufacturing, industrial infrastructure, and education and training.
Hanoi's leaders also expressed hope that both sides will continue organizing investment promotion activities, strengthen information channels, and deepen mutual understanding and friendship between their people and business communities.
