Speaking at the meeting, Takebe Tsutomu said he was pleased to meet Chairman of the Hanoi People's Committee Vu Dai Thang again in his new role in the capital city.
Sharing information about the 11th Japan–Vietnam Festival 2026 (Japan Vietnam Festival, JVF 11), held on March 7–8 in Ho Chi Minh City, Tsutomu said the event attracted more than 458,000 visitors. Recalling the success of previous events such as the Hokkaido Festival in Ha Long, Quang Ninh, and the Vietnam Festival in Sapporo, Tsutomu expressed hope that a similar event could soon be organized in Hanoi to further strengthen ties between Vietnam's thousand-year-old capital and Japan's capital, Tokyo.
Tsutomu also noted that Prime Minister Pham Minh Chinh had previously proposed the idea of hosting the Japan–Vietnam Festival at the National Innovation Center (NIC) in Hoa Lac, Hanoi, which is also home to the Vietnam–Japan University. Emphasizing that this is an important project contributing to the friendly cooperation between the two countries and could support the future development of Vietnam's semiconductor industry, Tsutomu expressed hope that the Hanoi People's Committee would continue supporting the initiative.
During this visit, the Special Advisor to the Japan–Vietnam Parliamentary Friendship Alliance also expressed his impression of Hanoi's rapid development, as well as the promising direction outlined in the city's future planning.

For his part, Thang said he was pleased to welcome a long-standing friend of Vietnam to the capital. He appreciated Tsutomu's remarks and agreed that Hanoi has many opportunities to strengthen cooperation with the Embassy of Japan in Vietnam, Japanese businesses, and the Japan–Vietnam Parliamentary Friendship Alliance. Thang emphasized that future cooperation projects between Hanoi and Japanese partners would make meaningful contributions to the friendly relations between the two countries.
Providing an overview of Hanoi's development planning with a 100-year vision, Thang said the implementation would be systematic, well-structured, and effective. According to the city leader, Hanoi is building a new growth model that places science and technology at the center of economic development, aiming for rapid and sustainable growth. Referring to emerging development centers and growth poles across the city, Thang highlighted Hoa Lac as a key western growth hub and a strategic focus for development in the years ahead.
According to Thang, Hoa Lac Hi-Tech Park, developed with financial support from the Japan International Cooperation Agency (JICA), has become a concentration point for advanced technologies, hosting research and development centers with increasingly modern infrastructure.
He also noted that Hanoi is developing Metro Line No. 5 to connect Hoa Lac with central Hanoi, with completion expected in 2028. Thang expressed confidence that Hoa Lac will attract major investors, including Japanese companies, becoming a national growth highlight and an ideal environment for educational institutions, including the Vietnam–Japan University.

On this occasion, Thang also expressed hope that Tsutomu and the Japan–Vietnam Parliamentary Friendship Alliance would continue supporting and connecting Hanoi with Japanese localities, helping the city remain an effective partner for Japan. He particularly highlighted areas such as implementing development plans, attracting more Japanese businesses and organizations to invest in Hoa Lac Hi-Tech Park, supporting the development of technical standards, and promoting urban railway projects in the city.
Thang expressed confidence that with his role and experience, Tsutomu will continue playing an important guiding role in strengthening people-to-people exchanges, promoting mutual understanding, and further deepening cooperation between Vietnam and Japan, as well as between Hanoi and Japanese localities.
