The session was attended by Politburo member and Secretary of Hanoi Party Committe Nguyen Duy Ngoc, Central Committee member and Chairman of the Central Inspection Commission and Chairman of the Hanoi People's Committee Tran Sy Thanh, Standing Deputy Secretary Nguyen Van Phong, Chairman of the People's Council Nguyen Ngoc Tuan, Deputy Secretary and Permanent Vice Chairwoman of the People's Council Phung Thi Hong Ha, Deputy Secretary and Vice Chairman of the People's Committee Nguyen Trong Dong, Deputy Secretary Nguyen Duc Trung and members of the Standing Committee and the Fatherland Front.

Overview of the event.
In his opening remarks, Chairman of the People's Council Nguyen Ngoc Tuan said the session was convened in accordance with the law and in a proactive and timely manner to implement directives of the central government and the Party Committee and to promptly address urgent issues facing the city.
He said the session aims to translate the goals and tasks of the eighteenth Congress of the Hanoi Party Organization into action. He noted that after agreement with the People's Committee and the Fatherland Front, the Standing Committee of the People's Council decided to convene this special session to promptly consider several important and urgent matters grouped under three main issues.
First, the Council will consider policies for several major investment projects. These include approval of the road connecting Gia Binh Airport to central Hanoi, a project to renovate and redevelop the parks along both sides of the To Lich River, an adjustment to the investment policy for Tran Hung Dao Bridge and an agreement allowing Thai Nguyen Province to complete the Hanoi Thai Nguyen expressway section of Highway 07.
He said these are key transportation, urban and environmental infrastructure projects prioritized by both the central government and the city to address congestion, pollution, regional connectivity and expansion of the capital's development space.
Second, the Council will review adjustments to the decentralization of revenue sources and spending duties among city budget levels to align with the city's decentralization of infrastructure and socioeconomic management tasks.

He said this is an urgent issue and is essential to ensuring comprehensive decentralization, removing obstacles quickly and stabilizing and improving the effectiveness of the city's two tier local government model. He added that this matter has received close attention and direction from the Standing Committee and the Party Secretary Nguyen Duy Ngoc.
Third, the Council will consider a resolution on tuition levels and subsidy mechanisms for public preschools and public primary and secondary schools and tuition support for children and students in private preschools and private primary and secondary schools. He said this resolution is intended to implement Politburo Resolution No. 71 and the Party's and State's policies on tuition exemptions and support.
Fourth, the Council will review the proposal on the number of full time Council members and the number, titles and areas of responsibility of the Council's committees.
He noted that in the 2021 to 2026 term, under National Assembly Resolutions No. 97 and No. 160, the number of full time Council members was increased to enhance the Council's quality and effectiveness. In line with the 2024 Capital Law and the 2025 Local Government Organization Law, the Standing Committee now proposes the establishment of a new Committee on Science, Technology and Environment, bringing the total to five committees, and recommends thirty two to thirty five full time Council members, the highest number to date, to strengthen legislative work and oversight.
Fifth, regarding personnel matters, the Council will carry out the process of consolidating and transferring key leadership positions including Chair of the People's Council, Chair of the People's Committee and one Vice Chair of each body as required by law.
He said all personnel recommendations were prepared by central and city authorities in a careful and lawful manner.
He called on the delegates to uphold responsibility and democracy in reviewing and voting on the agenda items and in electing new leadership positions so that the Standing Committee of the People's Council and the People's Committee can continue to lead and direct the fulfillment of the city's political tasks and guide Hanoi confidently into a new era.
