The conference took place in person at the headquarters of the Hanoi Party Committee and was connected online to four hundred eighty four locations with more than forty four thousand eight hundred Party members attending.

Overview of the event.
In his opening remarks, Party Secretary Nguyen Duy Ngoc said the conference holds special significance because it aligns with the Politburo's guidance in preparing draft documents for the fourteenth National Party Congress.
He said more than three million contributions have been submitted to the draft documents for the fourteenth National Party Congress, including more than two million contributions submitted through the VNeID platform, the highest level ever recorded and a sign of strong interest from officials, Party members and the public.
He stressed that resolutions must be put into practice immediately after their adoption. He said the eighteenth Congress of the Hanoi Party Organization followed this principle, and that documents and resolutions must be fully understood at every level so they can be implemented correctly and effectively.
He asked delegates to focus closely on the reports and instructed the Propaganda and Mass Mobilization Commissions to set up a communication channel for participants to submit questions for real time responses during the conference.

He said that at the second session of the Executive Committee on November 12, the Party Committee discussed and decided on many important issues, including decentralizing economic and technical infrastructure management and budget revenue and spending authority to one hundred twenty six commune and ward Party Committees.
He added decentralization must go hand in hand with administrative reform and digital transformation to provide faster and more efficient services for residents and businesses, and that these three pillars together will drive development for localities and the entire city.
He said every Party committee and every official must thoroughly understand the theme, breakthroughs and key tasks of the eighteenth Congress so they can implement and propose practical measures. He said that if officials do not understand the resolution or cannot translate it into concrete action, they will not be able to fulfill their duties.
Drawing from Hanoi's experience with Project 06 on digital identification and authentication and from Resolution 57-NQ/TW on science, technology, innovation and digital transformation, he said unified awareness and correct action at every level are decisive factors.
He said the Party Committee will soon strengthen the steering committee for Resolution 57-NQ/TW to accelerate the 2025 targets across the four pillars of the Party, government, People's Council and the Vietnam Fatherland Front and its member organizations.
He said the Party Committee has clearly defined the responsibility of leaders in directing, implementing and monitoring results.
He said every Party committee and Party organization must evaluate outcomes through specific results and improvements and measure success by how well they serve residents and businesses. He asked delegates to be proactive and turn the resolution into practical results to help the city fulfill its tasks.
After the opening remarks, Standing Deputy Secretary Nguyen Van Phong presented the core contents of the documents of the eighteenth Congress of the Hanoi Party Organization for the 2025 to 2030 term.

Vice Chairman of the City People's Committee Truong Viet Dung presented the action program for implementing the socioeconomic development goals of the eighteenth Congress for the 2025 to 2030 term.
