At the ceremony, Le Trung Kien, Member of the City Party Committee and Deputy Head of the Organization Commission, announced the decision of the Standing Committee of the Hanoi Party Committee to establish the Press Center for the 18th Congress of the Hanoi Party Committee.
The center comprises 18 members, including one director, five deputy directors, and 12 representatives from relevant departments and agencies.
According to Le Trung Kien, who also serves as Deputy Director of the Press Center, the facility is equipped with modern systems to coordinate and provide official information, images, and audio related to the Congress. The center aims to offer maximum support for reporters and editors during their work.
The Press Center operates from October 14 to 17, 2025, at the National Convention Center, where the Congress sessions take place. During this period, the organizing committee will issue press releases after each session and hold a press conference on the afternoon of October 17, 2025.
In his speech, Dao Xuan Dung, Deputy Head of the Propaganda and Mass Mobilization Commission and Director of the Press Center, said that the center's launch marks an important step in the city's preparation, demonstrating the leadership's strong commitment to communication and public outreach before, during, and after the 18th Congress of the Hanoi Party Committee.

Reviewing Hanoi's achievements in the 2020–2025 term, Dung noted that the city's Party Committee has demonstrated unity, creativity, and strong leadership across all areas of governance, achieving remarkable results that contributed significantly to the country's overall success.
Hanoi effectively implemented 10 key programs, five core tasks, and three breakthroughs, fulfilling 16 out of 20 targets set in the Resolution of the 17th Congress, with four exceeding expectations.
The city's economy recovered strongly after the pandemic, with an average growth rate of 6.57 percent, higher than the national level. Budget revenues exceeded projections, and the economic structure shifted positively.
Hanoi made major policy and institutional breakthroughs with the Politburo's Resolution No. 15-NQ/TW, the 2024 Capital Law, and several resolutions and projects related to human resource development, cultural industries, digital transformation, and smart city building.
Hanoi also made significant progress in culture, education, healthcare, and science and technology.
Social welfare was ensured. By 2024, the city had no households living below the poverty line by its own standards. Infrastructure and urban planning were further developed, with major projects completed and visible environmental improvements, particularly in the To Lich River cleanup.
Political security and social order were maintained, and foreign relations expanded, enhancing the capital's reputation domestically and internationally.
According to Dung, the 18th Congress of the Hanoi Party Committee will begin its preparatory session at 1:30 p.m. on October 15, 2025, followed by the opening session at 7:30 a.m. on October 16, 2025, and the closing session at 3 p.m. on October 17, 2025.
The Congress will review the implementation of the Resolution of the 17th Congress (2020–2025), define goals and directions for the 2025–2030 period with a vision to 2045, elect the 18th Party Executive Committee, and select delegates to attend the 14th National Congress of the Communist Party of Vietnam. It will also discuss and contribute to the draft documents of the National Congress.
With the theme "Solidarity – Democracy – Discipline – Breakthrough – Development," the 18th Congress of the Hanoi Party Committee holds special significance.
It provides strategic direction for the city's Party organization, government, armed forces, and people to seize opportunities, overcome challenges, and strive to build a cultured, civilized, and modern capital that leads the nation into a new era of prosperity and strength, contributing to Vietnam's development goals by 2030 with a vision to 2045.
Dung emphasized that information and communication play a vital role in spreading the spirit, content, and outcomes of the Congress to Party members and citizens of Hanoi, as well as people nationwide.
He stated that the Press Center is not only a hub for official information but also a platform for collaboration, where media organizations can demonstrate their commitment and responsibility in reinforcing public trust in the Party and government.
He affirmed that the Press Center will serve as a key bridge to deliver timely and accurate updates on the atmosphere and results of the 18th Congress to the people of Hanoi and the entire country.
On behalf of the Press Center leadership, Dung expressed his hope that press agencies will work closely together to strengthen communication efforts, inspire creativity, and encourage Party members and citizens to achieve outstanding accomplishments in celebration of the Congress's success.
At the ceremony, the Propaganda and Mass Mobilization Commission of the Hanoi Party Committee briefed journalists on reporting regulations during the 18th Congress of the Hanoi Party Committee and called on central and local media to strictly comply with information and security rules, maintain professionalism, and contribute to the Congress's overall success.
