Hanoi Party Committee Secretary Nguyen Duy Ngoc said that the meeting would also consider resolutions and major foundational projects that will drive socioeconomic development, strengthen social welfare, improve the urban landscape and support the implementation of the two tier local government model across the capital region.
He said the People's Council would complete leadership appointments for the Chair of the People's Council, the Chair of the People's Committee, one Vice Chair of the People's Council and one Vice Chair of the People's Committee to ensure smooth, effective and efficient operation of the city government.

He said the Party Committee had conducted the personnel process with seriousness, openness and adherence to procedures and that the candidates introduced for election were qualified, experienced and trusted and had been reviewed and approved by the Central authorities.
He said the city leadership believed that in their new positions the officials would uphold the legacy of the thousand year capital, maintain unity, courage, knowledge and creativity and continue to renew and advance with strong aspiration while building on the achievements of their predecessors.
He said they would work closely with the Standing Committee of the People's Council and People's Committee to follow directions from the Central Government and the Party Committee and fulfill the expectations of the voters of Hanoi.
He said the session would also consider relieving incumbents from the positions of Chair of the People's Council and Chair of the People's Committee. He noted that Tran Sy Thanh, a member of the Central Committee and Chairman of the People's Committee, had been assigned by the Politburo to serve as Chair of the Central Inspection Commission.
He said former Deputy Secretary of the Party Committee Nguyen Ngoc Tuan, Chair of the People's Council and Deputy Head of the city's National Assembly delegation, would step down due to age requirements for the new Party Committee but would continue serving as Deputy Head of the National Assembly delegation until the election of the sixteenth National Assembly for the 2026 to 2031 term.
He said both officials had demonstrated integrity, discipline, leadership and personal sacrifice and were willing to retire early to create opportunities for a new generation of leaders, and he expressed appreciation for their contributions to the city.

He said the session would also determine the number of full time People's Council deputies and the number, titles and areas of responsibility of the Council's committees. He said this institutional step would help refine the organizational structure of the Council, especially its full time leadership, and strengthen its capacity, effectiveness and real performance as the local legislative body.
He asked delegates to discuss and vote to stabilize the organizational structure so the city could begin preparations for the election of deputies to the sixteenth National Assembly and to the People's Councils for the 2026 to 2031 term.
He said that based on the eighteenth Congress Resolution, the People's Council and People's Committee must translate strategic orientations into concrete resolutions, plans and actions for the next term so the Council can fulfill its role as the local authority representing the will and aspirations of the people and supervising compliance with the constitution and laws.
He said the Council must focus on setting goals and tasks for economic, cultural and social development, protecting social welfare, strengthening national defense and security and expanding external relations for the next five years, especially under the new two tier government model and the strategic decisions approved by the Central authorities.
He said the city was striving to achieve all key socioeconomic targets for 2025, including human development, social protection, cultural advancement, foreign affairs and national defense, under the consistent leadership of the Politburo, Secretariat and the General Secretary.
He said the year 2025 was approaching its final two months, and while the time was short and the workload heavy, the city had just completed the dissemination of the Congress Resolution and action programs while preparing for the city's Fatherland Front Congress and the congresses of affiliated organizations.
He said the city must also complete the institutional framework needed to implement the seven strategic resolutions of the Central Government, including resolutions 57, 59, 66, 68, 70, 71 and 72, with two more resolutions expected soon.
He said the People's Council must update the action program for the eighteenth Congress and apply the principle of six clarity: clear responsibility, clear tasks, clear timeline, clear accountability, clear outcomes and clear authority so the resolution can be put into practice.
He said Hanoi must continue improving its institutional framework, laws, mechanisms and policies, including studying amendments to Politburo Resolution 15 on the development orientation of the capital, aligned with the 2024 Capital Law and two major ongoing planning processes.
He said the city would prioritize comprehensive urban planning and address long standing problems such as flooding, pollution, congestion and food safety, which could be resolved with decisive, coordinated solutions.
He said Hanoi must accelerate decentralization, administrative reform and full digital transformation down to the commune level so citizens and businesses can receive faster and more transparent services without direct administrative contact.
He said the city would focus on completing all socioeconomic targets by the end of 2025, including achieving GRDP growth above eight percent, accelerating public investment disbursement and removing obstacles to major projects such as Tran Hung Dao Bridge, the Gia Binh Airport connector road and the renovation of parks and riverside infrastructure.
He said Hanoi would push forward administrative reform, decentralization and digital transformation while preparing for tourism in 2026 and for the Lunar New Year, ensuring social welfare and supporting vulnerable groups and stimulating consumption tied to cultural and festive events.
He asked the People's Council and the Vietnam Fatherland Front Committee of Hanoi to coordinate closely and prepare well for the upcoming National Assembly and People's Council elections. He praised the innovative and effective performance of the Hanoi People's Council, calling it one of the national leaders in legislative activity, oversight and policy review.
He said the capital and the country were entering a new era of strong development and that Hanoi must maintain unity and discipline, ignite its spirit of renewal and lead in institutional reform, resource development and strategic infrastructure to build a cultured, modern, civilized and happy capital.
He called on all officials, Party members, armed forces and residents of Hanoi to strive from the first days and months of the new term to achieve the targets and rise with the nation in this new era of development.
