Government speeds up digitalization process

In recent years, the Government and the Prime Minister have directed the coordinated and decisive implementation of solutions to advance national digital transformation and administrative reform across most sectors.

Politburo member and Prime Minister Pham Minh Chinh on the afternoon of December 18, 2025, chaired a conference reviewing one year of implementing the Government's action program under Resolution No. 57, five years of the master program on state administrative reform and four years of implementing Project 06. 

He also serves as head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.

Attending in person at the Government Headquarters were Standing Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Pham Thi Thanh Tra and Deputy Prime Minister Nguyen Chi Dung, along with leaders of ministries and relevant agencies.

Overview of the meeting. 

At the Hanoi People's Committee site, the meeting was attended by Vice Chairman of the Hanoi People's Committee Truong Viet Dung and leaders of city departments.

In recent years, the Government and the Prime Minister have directed the coordinated and decisive implementation of solutions to advance national digital transformation and administrative reform across most sectors. 

Project 06 has also been rolled out from the central to the grassroots levels and has received strong support and positive assessments from citizens and businesses, although significant tasks and obstacles remain.

Participants at the conference conducted a candid and data-driven review of science and technology, innovation, digital transformation, administrative reform and Project 06 in 2025 and during the 2021–2025 period. 

They highlighted notable achievements for replication, identified shortcomings and bottlenecks, especially in institutions, mechanisms and resource mobilization and clarified responsibilities, causes and lessons learned.

The discussion also shared practical experiences and innovative approaches in leadership, coordination and implementation while defining breakthrough tasks and solutions to accelerate progress and clear remaining obstacles.

In his concluding remarks, Prime Minister Pham Minh Chinh welcomed the contributions and assigned the Ministry of Science and Technology, the Ministry of Home Affairs and the Ministry of Public Security to work with the Government Office to finalize and issue the Prime Minister's conclusion. He stressed the need for clear responsibilities, timelines and outcomes to ensure decisive and effective implementation.

The Prime Minister said science and technology development, innovation, digital transformation, administrative reform and Project 06 must be implemented comprehensively, flexibly and effectively to help Vietnam catch up with and move ahead of the region and the world. He underscored three strategic digital breakthroughs in institutions, infrastructure and human resources.

He added that these efforts must be closely linked with streamlining the state apparatus under the principle of a lean structure, connected data and smart governance, with citizens and businesses placed at the center. 

He reiterated the approach of Party leadership, a facilitating state, pioneering enterprises, public-private partnership and national development for public well-being.

The Prime Minister also emphasized unity, cooperation and dialogue as shared principles to build collective strength, balance interests among the state, businesses and citizens and foster trust and common action.

In outlining tasks for the period ahead, he called for stronger roles of the Steering Committee's working groups and expanded international cooperation to learn from best practices.

To further improve institutions and policies, the Ministry of Science and Technology was tasked with drafting amendments to the Law on Measurement and the revised Law on Post and preparing the Steering Committee's 2026 plan for submission by January 15 2026.

The Ministry of Public Security was assigned to draft a decree on the organization and operation of the National Data Center for issuance in January 2026 and to propose breakthrough mechanisms for data innovation centers with incentives for startups. It was also asked to submit a resolution on digital citizen development and coordinate the preparation of the Project 06 implementation program for 2026–2030.

The Ministry of Home Affairs was instructed to develop a state administrative reform action plan for 2026–2030 with a focus on administrative procedures and submit it in January 2026.

On science and technology development and innovation, the Ministry of Science and Technology was directed to assign enterprises, research institutions and universities to develop strategic technology products under the national priority list.

For national digital transformation and Project 06, the Prime Minister asked ministries and localities to promptly register and use shared infrastructure at the National Data Center while the Ministry of Public Security prepares plans for additional centers.

He also called for accelerating telecom infrastructure development, expanding broadband 5G coverage, satellite Internet services and planning green energy infrastructure for data centers. Ministries and localities were urged to review, classify and operationalize databases, especially the 12 core national databases.

The Ministry of Public Security was tasked with rapidly developing the VNeID platform into a national digital platform serving citizens and businesses.

On online public services and administrative simplification, ministries and local authorities were instructed to standardize procedures nationwide and fully leverage national databases to replace paper documents. The Ministry of Justice was assigned to coordinate the review and the standardization of administrative procedures and report to the competent authorities.

The Ministry of Public Security and the Ministry of National Defense were tasked with ensuring cybersecurity, while the Ministry of Science and Technology and the Ministry of Finance were directed to resolve issues related to funding and prevent corruption and waste.

On human resource development, ministries and localities were instructed to strengthen digital skills training for officials and the public to ensure effective use of digital platforms and to continue expanding online training through the Digital Literacy platform.
