At the event, Trinh Xuan Tu, Head of Division 1 under the Department of Ethnic and Religious Affairs, presented the draft contents of the coordination program between the two agencies.
The program aims to establish, maintain, and strengthen cooperation between the Department and the Union in implementing activities related to ethnic affairs, religion, people-to-people diplomacy, and the mobilization of foreign non-governmental aid.
It formalizes and ensures the effective implementation of Directive No. 45-CT/TU, dated August 8, 2025, issued by the Hanoi Party Committee on "Strengthening People-to-People Diplomacy of the Capital until 2030, with a Vision to 2045."

Both sides expressed confidence that the cooperation program will contribute to consolidating the great national unity bloc, enhancing understanding and collaboration among people from different communities, religious groups, and ethnicities, and deepening friendship with international partners. The program also seeks to promote the image of Hanoi as a dynamic, compassionate, and peace-loving city that is open to global integration.
Speaking at the event, Director Nguyen Sy Truong emphasized that the signing of this cooperation program carries profound significance in multiple aspects.
It is a concrete step toward realizing the Party and Hanoi's policies on strengthening people-to-people diplomacy, closely linking it with socio-economic development, reinforcing national unity, and building an advanced Vietnamese culture rich in national identity.
He added that the program opens a new direction for connecting the cultural, religious, and spiritual values of the capital with international friends.
Director Truong affirmed that the cooperation agreement is not merely an administrative document but a commitment to shared responsibility and collective action. He expressed hope that the two sides would work together to implement meaningful and practical initiatives in the coming period.
The cooperation framework between the Hanoi Department of Ethnic and Religious Affairs and the Hanoi Union of Friendship Organizations consists of four key areas:
1. Coordination in advisory and communication activities.
2. Coordination in policy consultation.
3. Coordination in mobilizing and managing projects funded by non-governmental organizations (NGOs).
4. Coordination in ensuring security, maintaining social order, and countering misinformation.
