The Hanoi People's Council on June 27 approved the investment policy for land clearance, compensation, and resettlement related to the construction of a road connecting Gia Binh Airport to the capital, focusing on the section within Hanoi's jurisdiction.

According to the proposal submitted by the Hanoi People's Committee, the project will take place in 2025-2026, with a preliminary total investment of some VND7.62 trillion (US$292 million).

The project will be carried out in Dong Anh and Gia Lam districts, fully funded by the city's budget. The project is classified as a Group A project and will be divided into two components.

Component 1 covers land clearance, compensation, and resettlement in Gia Lam District, with a projected cost of VND6.42 trillion ($246 million).

Component 2 covers similar activities in Dong Anh District, estimated at VND1.2 trillion ($46 million).

The project aims to clear land in advance to create space for the timely construction of a key road that will connect Gia Binh Airport with central Hanoi.

This early clearance is considered essential to ensure the progress of the road construction.

In its assessment, the Urban Committee of the Hanoi People's Council noted that Hanoi now solely relies on the Noi Bai International Airport Noi Bai, which often faces congestion, especially during peak periods.

To address this, the government has prioritized the planning and development of Gia Binh Airport as an international airport of 4E classification, capable of handling both commercial and official flights.

The land clearance project for the road is seen as a critical first step, enabling the implementation of a strategic transport route.

Once completed, the road will significantly enhance regional connectivity, contribute to interprovincial socio-economic development, and improve Hanoi's transport infrastructure, in line with the directions of the Party and Government.

The alignment of the road has been agreed upon by both the Hanoi People's Committee and the Bac Ninh Provincial People's Committee, and has been submitted to the central government for review.

Within Hanoi's territory, the road will start at the connection point with the section in Bac Ninh Province (crossing the Duong River) and end at the junction of Tu Lien Bridge, Belt Road No.3, and the Hanoi-Thai Nguyen Expressway.

The section within Hanoi is approximately 12.38 kilometers long, while 1.62 kilometers of the route lies within Tu Son City, Bac Ninh Province.

The pre-feasibility study submitted by Hanoi does not include the section located within Tu Son.

To address this, Hanoi authorities have coordinated with Bac Ninh to propose that the 1.62-kilometer section within Bac Ninh's jurisdiction, though part of the route leading into Hanoi, be included in Bac Ninh's project scope.

Hanoi also proposed that if Bac Ninh agrees, the capital city be designated as the lead agency for executing the land clearance and resettlement work for the full route, including the 1.62-kilometer section in Tu Son.

This approach would ensure seamless progress and consistency throughout the project's implementation.
