Prime Minister Pham Minh Chinh on July 10 issued Directive No. 107/CD-TTg, urging ministries, agencies, and localities to accelerate preparations for the upcoming National Exhibition marking the 80th anniversary of Vietnam's National Day.

The exhibition, themed "80 Years of Independence – Freedom – Happiness," is a nationally significant event.

It aims to honor Vietnam's history, highlight the country's key achievements over the past eight decades, and showcase the leadership of the Communist Party, the governance of the State, and the unity and innovation of the Vietnamese people in building and developing the country.

The event is expected to foster national solidarity, promote patriotism, and strengthen public confidence in the country's path of renewal and sustainable development.

It also presents an opportunity to introduce a modern, innovative, and globally integrated image of Vietnam to the world.

The Prime Minister commended ministries, agencies, and localities for their efforts thus far in preparing for the exhibition. However, he noted that the timeline is tight, the scale is large, and the workload is heavy.

He called for strong determination and intensified efforts to ensure that all tasks are completed on time, with high quality, and in absolute safety. All preparations must be completed by August 15, 2025.

Leaders of ministries, ministerial-level agencies, government bodies, and provincial authorities are required to urgently implement their assigned responsibilities in accordance with the instructions of the Government, the Prime Minister, Deputy Prime Ministers, the Exhibition Steering Committee, and approved plans and proposals.

The directive emphasizes the principle of "six clarities": clear responsibility, clear task, clear person in charge, clear authority, clear timeline, and clear outcomes.

Agencies must actively address assigned tasks and resolve any arising challenges within their authority, or report issues beyond their mandate to higher levels without delay.

All content outlines and 3D display design plans must be finalized and submitted to the Ministry of Culture, Sports and Tourism by July 10, 2025, for coordination and integration.

From July 10 onwards, localities and agencies must begin setting up their exhibition spaces and complete all installation work before August 15, 2025.

The Prime Minister encouraged creativity in each agency's exhibition space, ensuring a scientific, appealing, and accurate presentation of achievements, while aligning with the overall design concept and guidance provided by the Ministry of Culture, Sports and Tourism.

The Ministry of Culture, Sports and Tourism is assigned to take the lead in organizing the exhibition based on the approved proposal.

The ministry will collect and process feedback and suggestions from participating agencies and report any issues beyond its authority to the appropriate levels. It must ensure that all exhibition preparations are essentially completed by August 15.

The ministry is also tasked with coordinating and consolidating display concepts from ministries and localities, developing detailed plans for decorations and public promotion, and preparing for both the opening and closing ceremonies and associated programs.

In addition, it will collaborate with international consultants to finalize the master layout and operational plans for the exhibition by July 20.

The Ministry of Finance is responsible for reviewing and proposing the allocation of funds for ministries, central agencies, and localities, following current regulations on state budget management.

It must also coordinate with the Ministry of Culture, Sports and Tourism to issue spending guidelines, pricing frameworks, procurement mechanisms, and any special financial provisions needed, all to be completed by July 10.

Relevant ministries, including the Ministry of Foreign Affairs, Ministry of Industry and Trade, Ministry of Construction, Ministry of National Defense, and Ministry of Public Security, are instructed to finalize their list of participating organizations and international partners, and submit it to the Ministry of Culture, Sports and Tourism by July 10, for space planning.

The Vietnam Television will lead the planning and production of live broadcasts for the opening and closing ceremonies.

It will also work with other agencies to organize cultural and artistic programs that highlight and celebrate the values of the national exhibition.

Deputy Prime Minister Mai Van Chinh is assigned to oversee the overall implementation of the exhibition.

The Ministry of Culture, Sports and Tourism and the Government Office will monitor progress and regularly report to the Prime Minister and Deputy Prime Minister on any issues beyond the authority of participating units.
