The directive states that, in accordance with the Prime Minister's guidance in Official Telegram No. 115/CDTTg dated July 20, 2025, on the continued efforts in search and rescue operations and support for the families of victims of the Vinh Xanh 58 boat incident in Quang Ninh, and in order to promptly offer encouragement and assistance to families of victims who are residents of Hanoi, the Chairman of the Hanoi People's Committee requires the following:
The Department of Health shall take the lead, in coordination with the Department of Finance and relevant units, to urgently advise the People's Committee on support policies for deceased and injured victims. A report must be submitted to the People's Committee before 4:00 PM on July 20, 2025. The department must also ensure the best possible medical conditions for the treatment of the injured.
The Department of Home Affairs shall be responsible for organizing and facilitating proper funeral arrangements for the victims.
Chairpersons of the People's Committees of the wards and communes of Hoang Liet, Ha Dong, Dai Thanh, An Khanh, Hong Van, and Thuong Tin shall promptly visit and provide material and emotional support to the victims' families.
They must create all necessary conditions to help the families stabilize their lives as soon as possible and promptly report to the Hanoi People's Committee any matters that exceed their jurisdiction.
All support activities will be carried out in a timely and compassionate manner, with financial assistance from the city's emergency fund. For reference, a typical emergency assistance package may range from US$200 to $1,000 per family, depending on the severity of the case, though exact figures will be determined by the authorities.
