The project will utilize part of the first and second floors (of the podium block) and the 16th floor (of the 16-story block) of the Regular Trading and Interagency Center at the same location.

The project is managed by the Hanoi Urban Civil Works Investment Project Management Unit and is expected to be completed in 2025, with a total budget of over VND52 billion. The designed lifespan of the main structure is no less than 50 years.
The project aims to establish an intermediary organization for Hanoi's technology market, serving as a centralized hub for providing information, promoting technology transfer, and commercializing scientific research and technological development results. It will connect with domestic and international intermediary organizations to facilitate businesses, institutions, and other entities in exploring and engaging in technology transactions, applications, and transfers, thereby enhancing competitiveness, productivity, product diversification, and overall quality for consumers and society.
Additionally, the project will create an environment for transactions and partner searches via the Internet, involving technology suppliers, buyers, and intermediary service organizations. The system will have three main functions: technology transactions, technology transfer consulting, and partner matching.
The science and technology market will be integrated with an online technology transaction portal available in both Vietnamese and English, linking enterprises with suppliers, consulting organizations, financial institutions, expert networks, and the domestic and international startup and innovation community.
The project will establish the Technology Exchange in two formats: a physical exchange and an online exchange, ensuring adequate facilities, technical infrastructure, utilities, and necessary resources. The exchange will cover a total area of 1,700 square meters (Columns 2 and 3) and will be built to a standard equivalent to a Grade A office, fully equipped with construction installations, technical infrastructure, and surrounding access facilities such as power, water supply, transportation, and parking. These provisions will ensure safe and fully functional spaces for work, transactions, events, and conferences within the building.
The People's Committee has assigned the project owner the responsibility of ensuring the accuracy of project scope, costs, structural calculations, and the legal validity of the submitted approval documents. The project owner must also ensure the qualifications of all organizations and individuals involved in the survey and project preparation.
The project owner is required to conduct ongoing inspections, reviews, and refinements based on feedback from relevant agencies and the assessment report of the Department of Construction. The technical design and cost estimates must align with planning requirements, infrastructure connectivity, and economic and technical optimization to prevent investment waste and capital loss. The project must comply with Decree No. 10/2021/ND-CP dated February 9, 2021, and other applicable legal regulations regarding investment and construction cost management.
The selection of contractors and project management must adhere to the current regulations of both the state and Hanoi city concerning public investment projects, procurement, and contractor selection. Additionally, investment supervision and evaluation reports, along with community monitoring efforts, must be conducted as per existing regulations.
The Department of Science and Technology is responsible for ensuring that the project's objectives align with the approved plan for the construction and operation of the Hanoi Technology Exchange. The department will oversee the specialized aspects of the project, guiding the project owner in compliance with sectoral management requirements. It will also be responsible for evaluating the appropriateness of software solutions and budget estimates for the project's technology systems.
The Department of Construction will coordinate with other specialized departments to ensure construction quality management in accordance with its designated functions and legal regulations.
Other relevant municipal departments and agencies are tasked with coordinating and guiding the project owner in implementing the project in compliance with applicable laws, while maintaining regulatory oversight in their respective domains.
