To ensure fire prevention, firefighting, and rescue operations in Hanoi are carried out in a synchronized, effective, and uninterrupted manner, the Hanoi People's Committee has issued a directive to all relevant departments and agencies.
The directive emphasizes the need to avoid leaving any area unmonitored or any incident or task overlooked, while also creating favorable conditions for residents and businesses and preventing the emergence of sensitive or complex issues in this specialized field.
Accordingly, departments and agencies are required to promptly, fully, and decisively implement all tasks assigned in the City People’s Committee’s directives, schemes, decisions, programs, plans, telegrams, and official documents on fire prevention and rescue, in accordance with their respective functions and responsibilities.
All units must strictly comply with the tasks set out in Plan No. 101/KH-UBND of the Hanoi People's Committee on the implementation of the Law on Fire Prevention, Fighting, and Rescue to ensure legal compliance. They must perform fire prevention inspections as assigned by the City People's Committee; oversee facility management, conduct design appraisals, and inspect fire safety acceptance procedures in accordance with the provisions of the Law on Fire Prevention and Fighting and Rescue and Government Decree No. 105/2025/ND-CP.
The Department of Construction is tasked with urgently advising the City People's Committee on the designation of a specialized construction agency responsible for conducting fire safety inspections as per regulations.
The department is also responsible for coordinating with relevant units to prepare all necessary conditions for carrying out fire safety inspections as assigned by the City People's Committee, as well as managing facilities, appraising designs, and inspecting acceptance procedures related to fire safety.
The Department of Industry and Trade, along with the Hanoi Electricity Corporation, is responsible for organizing awareness campaigns, providing guidance, and inspecting compliance with safety regulations related to electricity usage in households and production activities, as stipulated in Article 24 of the Law on Fire Prevention and Fighting and Rescue and other applicable legal provisions on electricity.
The People's Committees of communes and wards are instructed to continue focusing on and decisively executing and reporting the results of their assigned tasks according to directives, schemes, decisions, programs, plans, telegrams, and other instructions issued by the City People's Committee regarding fire prevention, fighting, and rescue within their jurisdiction.
These local governments must comprehensively manage state administrative responsibilities on fire prevention and rescue in their respective areas in accordance with their assigned functions. They must receive the management list and records of facilities listed in Appendix IV of Decree No. 50/2024/ND-CP currently managed by commune-level authorities, in order to continue management responsibilities in line with regulations.
They must also continue conducting baseline investigations and surveys to compile a list of facilities under Appendix I of Decree No. 105/2025/ND-CP within their jurisdiction that fall under the authority of the commune-level People's Committees, to ensure full compliance with state management functions regarding fire prevention and rescue.
The Hanoi Police Department is assigned to take the lead in advising the City Party Committee, the People's Council, and the People's Committee on revisions, amendments, and supplements to directives, resolutions, programs, plans, and official documents related to fire prevention and rescue work, ensuring they align with the city's new organizational model.
The department must also provide guidance, urge, inspect, and compile reports on the implementation of these responsibilities and submit them to the city as required.
