Hanoi restructures administrative divisions

The 39th session of the National Assembly Standing Committee approved a resolution on reorganizing commune-level administrative units in Hanoi for the 2023–2025 period. According to the resolution, 109 commune-level administrative units will be merged to form 56 new units across 20 districts, towns, and communes in Hanoi. The resolution will take effect on January 1, 2025.

    Voters in Ha Dong District provide feedback ahead of the administrative division restructuring process.

    1) Ba Vi District

Establish Phu Hong Commune by merging the entire area and population of Chau Son, Phu Phuong, and Tan Hong communes.

After the arrangement, Ba Vi District will have 29 administrative units at the communal level, including 28 communes and 1 town.

    2) Chuong My District

Establish Hong Phu Commune by merging the entire area and population of Dong Phu and Hong Phong communes. 

Establish Hoa Phu Commune by merging the entire area and population of Phu Nam An and Hoa Chinh communes.

After the arrangement, Chuong My District will have 30 administrative units at the communal level, including 28 communes and 2 towns.

    3) Me Linh District

Merge the entire area and population of Van Yen Commune into Lien Mac Commune. After the merger, Lien Mac Commune will be the name of the new administrative unit.

After the arrangement, Me Linh District will have 17 administrative units at the communal level, including 15 communes and 2 towns.

    4) My Duc District

Establish My Xuyen Commune by merging the entire area and population of My Thanh and Bot Xuyen communes. 

Establish Van Tin Commune by merging the entire area and population of Doc Tin and Van Kim communes.

After the arrangement, My Duc District will have 20 administrative units at the communal level, including 19 communes and 1 town.

    5) Phu Xuyen District

Merge the entire area and population of Tri Trung Commune into Hong Minh Commune. After the merger, Hong Minh Commune will be the name of the new administrative unit. 

Merge the entire area and population of Dai Thang Commune into Van Hoang Commune. After the merger, Van Hoang Commune will be the name of the new administrative unit. 

Establish Quang Ha Commune by merging the entire area and population of Son Ha and Quang Trung Communes. Merge the entire area and population of Nam Trieu Commune into Nam Phong Commune. After the merger, Nam Phong Commune will be the name of the new administrative unit.

After the arrangement, Phu Xuyen District will have 23 administrative units at the communal level, including 21 communes and 2 towns.

    6) Phuc Tho District

Establish Tich Loc Commune by merging the entire area and population of Tho Loc and Tich Giang Communes. Establish Long Thuong Commune by merging the entire area and population of Thuong Coc and Long Xuyen Communes. 

Establish Nam Ha Commune by merging the entire area and population of Van Ha and Van Nam Communes.

After the arrangement, Phuc Tho District will have 18 administrative units at the communal level, including 17 communes and 1 town.

    7) Quoc Oai District

Establish Phuong Son Commune by merging the entire area and population of Phuong Cach and Yen Son Communes. 

Merge the entire area and population of Tan Hoa Commune into Cong Hoa Commune. After the merger, Cong Hoa Commune will be the name of the new administrative unit. 

Establish Hung Dao Commune by merging the entire area and population of Dai Thanh and Tan Phu Communes. 

Establish Liep Nghia Commune by merging the entire area and population of Nghia Huong and Liep Tuyet Communes.

After the arrangement, Quoc Oai District will have 17 administrative units at the communal level, including 16 communes and 1 town.

    8) Thach That District

Establish Lam Son Commune by merging the entire area and population of Di Nau and Canh Nau Communes. 

Establish Quang Trung Commune by merging the entire area and population of Huu Bang and Binh Phu Communes. 

Merge the entire area and population of Chang Son Commune into Thach Xa Commune. After the merger, Thach Xa Commune will be the name of the new administrative unit.

After the arrangement, Thach That District will have 20 administrative units at the communal level, including 19 communes and 1 town.

    9) Thanh Oai District

Establish Cao Xuan Duong Commune by merging the entire area and population of Xuan Duong and Cao Duong Communes. After the arrangement, Thanh Oai District will have 20 administrative units at the communal level, including 19 communes and 1 town.

    10) Thuong Tin District

Merge the entire area and population of Thu Phu Commune into Chuong Duong Commune. After the merger, Chuong Duong Commune will be the name of the new administrative unit. 

Establish Van Nhat Commune by merging the entire area and population of Van Diem and Thong Nhat Communes.

After the arrangement, Thuong Tin District will have 27 administrative units at the communal level, including 26 communes and 1 town.

    11) Ung Hoa District

Establish Hoa Vien Commune by merging the entire area and population of Vien Noi, Vien An, and Hoa Son communes. 

Establish Cao Son Tien Commune by merging the entire area and population of Cao Thanh, Son Cong, and Dong Tien communes. 

Establish Thai Hoa Commune by merging the entire area and population of Hoa Xa, Van Thai, and Hoa Nam communes. 

 Establish Binh Luu Quang Commune by merging the entire area and population of Luu Hoang, Hong Quang, and Doi Binh communes. Merge the entire area and population of Hoa Lam Commune into Tram Long Commune. After the merger, Tram Long Commune will be the name of the new administrative unit.

After the arrangement, Ung Hoa District will have 20 administrative units at the communal level, including 19 communes and 1 town.

    12) Gia Lam District

Establish Thien Duc Commune by merging the entire area and population of Dinh Xuyen and Duong Ha communes. 

Merge the entire area and population of Dong Du Commune into Bat Trang Commune. After the merger, Bat Trang Commune will be the name of the new administrative unit. Establish Kim Duc Commune by merging the entire area and population of Kim Lan and Van Duc communes. 

Establish Phu Son Commune by merging the entire area and population of Phu Thi and Kim Son communes. 

Merge the entire area and population of Trung Mau Commune into Phu Dong Commune. After the merger, Phu Dong Commune will be the name of the new administrative unit.

After the arrangement, Gia Lam District will have 17 administrative units at the communal level, including 15 communes and 2 towns.

    13) Cau Giay District

Adjust a part of the area and population of Yen Hoa Ward and Dich Vong Ward to merge into Quan Hoa Ward. Adjust a part of the area and population of Dich Vong Ward, Nghia Do Ward, and Dich Vong Hau Ward to merge into Nghia Tan Ward. After the reorganization, Cau Giay District will have 8 wards.

    14) Dong Da District

Merge the entire natural area and population of Trung Phung Ward into Kham Thien Ward. After the merger, Kham Thien Ward will be the name of the new administrative unit. 

Establish Van Mieu - Quoc Tu Giam Ward by merging the entire natural area and population of Quoc Tu Giam Ward and Van Mieu Ward. Adjust a part of the area and population of Nga Tu So Ward to merge into Khuong Thuong Ward. 

Merge the remaining area and population of Nga Tu So Ward into Thinh Quang Ward. After the merger, Thinh Quang Ward will be the name of the new administrative unit. 

Establish Phuong Lien - Trung Tu Ward by adjusting a part of the area and population of Trung Tu Ward to merge into Phuong Lien Ward. 

Merge the remaining area and population of Trung Tu Ward into Kim Lien Ward. After the merger, Kim Lien Ward will be the name of the new administrative unit.

After the reorganization, Dong Da District will have 17 wards.

    15) Ha Dong District
Merge the entire natural area and population of Yet Kieu Ward and Nguyen Trai Ward into Quang Trung Ward. After the merger, Quang Trung Ward will be the name of the new administrative unit.

After the reorganization, Ha Dong District will have 15 wards.

    16) Hai Ba Trung District

Merge the entire natural area and population of Dong Mac Ward into Dong Nhan Ward. After the merger, Dong Nhan Ward will be the name of the new administrative unit. 

Merge the entire natural area and population of Quynh Loi Ward into Bach Mai Ward. After the merger, Bach Mai Ward will be the name of the new administrative unit. 

Adjust a part of the area and population of Cau Den Ward to merge into Bach Khoa Ward. Merge the remaining area and population of Cau Den Ward into Thanh Nhan Ward. After the merger, Thanh Nhan Ward will be the name of the new administrative unit.

After the reorganization, Hai Ba Trung District will have 15 wards.

    17) Long Bien District

Adjust a part of the area and population of Sai Dong Ward to merge into Phuc Dong Ward. 

Merge the remaining area and population of Sai Dong Ward into Phuc Loi Ward. After the merger, Phuc Loi Ward will be the name of the new administrative unit.

After the reorganization, Long Bien District will have 13 wards.

    18) Thanh Xuan District
Merge the entire natural area and population of Thanh Xuan Nam Ward into Thanh Xuan Bac Ward. After the merger, Thanh Xuan Bac Ward will be the name of the new administrative unit. Merge the entire natural area and population of Kim Giang Ward into Ha Dinh Ward. After the merger, Ha Dinh Ward will be the name of the new administrative unit.

After the reorganization, Thanh Xuan District will have 9 wards.

    19) Son Tay Town

Merge the entire natural area and population of Le Loi Ward and Quang Trung Ward into Ngo Quyen Ward. After the merger, Ngo Quyen Ward will be the name of the new administrative unit. After the reorganization, Son Tay Town will have 13 administrative units at the communal level, including 6 communes and 7 wards.

    20) Ba Dinh District
Merge the entire natural area and population of Nguyen Trung Truc Ward into Truc Bach Ward. After the merger, Truc Bach Ward will be the name of the new administrative unit.

After the reorganization, Ba Dinh District will have 13 wards.

Thus, as of January 1, 2025, Hanoi will have 30 administrative units at the district level, including 17 rural districts, 12 urban districts, and 1 town; 526 administrative units at the communal level, including 345 communes, 160 wards, and 21 towns (with no change in the number of district-level units, reducing 53 communal-level units compared to the current total).
