Reflecting on the 95-year journey of the Party, Vietnam stands proud, not only firmly positioned on the world map but also enjoying unprecedented stature, potential, international prestige, and global standing. The values cultivated over thousands of years of history have been gloriously carried forward through the golden pages of the Ho Chi Minh era, as well as 50 years of reform and international integration.

In response to the mission of national development, the 13th National Congress of the Party outlined strategic objectives for the nation's construction and advancement toward two significant milestones. By 2030, marking the 100th anniversary of the Party's founding, Vietnam aims to become an upper-middle-income country with a modern industrial economy. By 2045, celebrating the centennial of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, the goal is even greater: to become a developed, high-income nation with a globally recognized standing.
With these objectives set, the critical question remains: how to successfully realize them? This is a historical challenge for every Vietnamese citizen, a test of the nation's resilience and intellect. At times, concerns and uncertainties arise, given the unpredictable complexities of global affairs, including the devastating impact of the COVID-19 pandemic. These factors have hindered Vietnam's economic growth, preventing it from meeting projected targets. Without groundbreaking solutions—indeed, even radical breakthroughs—to escape stagnation, the risk of falling behind and being trapped in the middle-income trap will become a reality rather than a mere possibility.
In his keynote address at the National Conference on the implementation of the 10th Central Committee Resolution (13th tenure) on October 20, 2024, General Secretary To Lam emphasized: "With the monumental achievements of nearly 80 years since our nation's founding, with the accumulated strength and position we have attained, and with new opportunities ahead, we now stand at a historic turning point to propel our country into a new era—an era of national rise, prosperity, and fulfillment of President Ho Chi Minh's aspirations and the people's collective dream: to build a wealthy, strong, democratic, equitable, and civilized Vietnam, on par with global powers."
The unwavering determination to usher the nation into this new era of growth is the driving force behind the realization of the strategic goals set forth by the 13th National Congress of the Party. This resolve also serves to dispel lingering doubts and uncertainties.
General Secretary To Lam has clearly articulated his vision for this new era—an era of national rise—so that every citizen understands and contributes to its realization. He emphasized that the essence of this era lies in fostering decisive, bold, and proactive actions, maximizing internal strength, and confidently overcoming challenges to achieve great accomplishments. The new era of Vietnam's rise is one of growth and prosperity under the leadership of the Communist Party, striving to build a successful socialist nation that is wealthy, strong, democratic, equitable, and civilized, standing shoulder to shoulder with the world's leading nations. Every citizen should enjoy prosperity and happiness, be supported in their development, and contribute increasingly to global peace, stability, and human well-being.
The ultimate goal of this era is a prosperous socialist nation on equal footing with global powers. The top priority in this new era is to successfully achieve the strategic objectives: by 2030, Vietnam should be a developing country with modern industry and upper-middle income; by 2045, it should be a developed socialist nation with high income. This vision necessitates an awakening of national pride, self-reliance, and a deep-rooted aspiration for development, while effectively integrating national strengths with global trends.
The new era of national rise officially begins with the 14th National Congress of the Party. However, alongside the preparation of the congress's documents, the Central Committee has already initiated key strategic breakthroughs in line with the spirit of this era.
Regarding institutional development, efforts have been made to remove bottlenecks and barriers. Following the 10th Central Committee Conference (13th tenure), the National Assembly and the Government have taken the lead in implementing decisive reforms with a commitment to innovation and national progress. The Prime Minister and the Chairman of the National Assembly have convened multiple sessions to review proposed laws for consideration and approval at the eighth session of the 15th National Assembly. During this session, a new legislative mechanism—"Amending One Law to Adjust Multiple Laws"—was introduced, enabling the amendment of three investment-related laws in a single act and seven finance and asset management laws in another. This approach aims to address institutional challenges, eliminate bottlenecks, and create space for growth.
On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on "Breakthroughs in Science, Technology, Innovation, and National Digital Transformation." This resolution is regarded as a pivotal step in "liberating scientific thought," fostering innovative thinking and practices, and removing barriers to unleash the full potential of science, technology, and digital transformation. These areas are seen as critical forces driving Vietnam's development in this new era.
Simultaneously, the Central Committee is focusing on completing economic and social infrastructure, particularly in strategic areas such as transportation, energy, and digital infrastructure. One immediate priority is expediting the investment planning process for the North-South high-speed railway project.
Furthermore, the Central Committee has undertaken a comprehensive review of the implementation of Resolution No. 18-NQ/TW from the 6th Plenum of the 12th Party Central Committee on "Renovating and Streamlining the Political System's Organizational Structure to Enhance Efficiency." This review serves as the foundation for adopting new, bold decisions to ensure a compact, strong, efficient, and effective governance system.
Additionally, a series of new policies with revolutionary spirit and popular support have been directed by the Central Committee and General Secretary To Lam. Notably, waste prevention has been officially added to the responsibilities of anti-corruption committees at both central and local levels, ensuring that efforts to combat wastefulness receive equal priority alongside the fight against corruption.
It is clear that the spirit of revolution and the determination to realize the vision of national development in this new era have been exemplified by the leadership of the Central Committee. This resolve has translated theoretical principles into concrete actions, deeply resonating throughout society and earning widespread public support and enthusiasm.
Despite these efforts, the challenges ahead remain formidable and require the concerted dedication of every official, Party member, and citizen.
To meet the demands and tasks of the new era and the trust of the people, the Party must continue to uphold its proud traditions. Each Party committee and organization must further enhance its role, constantly improving leadership capacity, combat strength, and the quality of officials and Party members. The Party needs to strongly reform its leadership mindset, adapt to the rapid changes in the world, and ensure flexibility and effectiveness in all decisions. At the same time, it must strengthen discipline and order, intensify Party-building and rectification efforts, and combat corruption, wastefulness, and other negative phenomena. Focus must be placed on leading and directing the development of high-quality human resources, especially in science, technology, and innovation, to drive double-digit growth for many years to come. Particularly, it is essential to further promote the strength of great national unity, create conditions for people and businesses to participate deeply in the development process, and ignite the nation's aspiration to rise, with a firm determination to build a powerful country on par with global powers.
