Prime Minister Pham Minh Chinh on May 31 attended the Launching Ceremony of the National Legal Portal, right before chairing a dialogue with businesses and business associations on the implementation of the Politburo's Resolution No. 68 on the development of the private economy.
Also in attendance were Central Committee members: Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc, Minister of Justice Nguyen Hai Ninh, Minister and Chairman of the Government Office Tran Van Son, Minister of Science and Technology Nguyen Manh Hung, Minister of Finance Nguyen Van Thang, Minister of Agriculture and Environment Do Duc Duy, Minister of Construction Tran Hong Minh, Governor of the State Bank of Vietnam Nguyen Thi Hong, and leaders of ministries, sectors, and agencies.

According to the Ministry of Justice, the National Legal Portal (phapluat.gov.vn) will serve as a comprehensive platform providing access to the full system of legal normative documents. It will introduce newly issued laws, act as an online "legal handbook," and receive public and business feedback on existing regulations.
The portal will also apply artificial intelligence (AI) to support legal issue resolution, gather opinions on draft laws, offer legal assistance to businesses, and provide legal aid services.
By integrating these core functions into a single platform, the National Legal Portal aims to create a comprehensive, user-friendly, and efficient legal ecosystem that better serves the needs of citizens and businesses in the digital era.
At the event, beyond the scheduled agenda, Prime Minister Pham Minh Chinh experienced the “Legal AI” feature on the portal. He posed questions and received answers on topics including the budgetary authority of the National Assembly, Government, ministries, and localities; the decision-making powers at various administrative levels regarding public investment; institutional challenges to implementing the Politburo’s Resolution No. 66 on reforming the legal drafting process; and key priorities outlined in the Politburo’s Resolution No. 68 on private sector development.
Minister of Justice Nguyen Hai Ninh stated that on May 18, 2025, at the national online conference to implement Resolutions No. 66 and 68 of the Politburo, the Prime Minister assigned the Ministry of Justice to develop the National Legal Portal as an official, highly reliable address for citizens and businesses to access legal policy.
Ninh said although the timeline was tight and requirements were high, with effort and a service spirit towards the people and businesses, the Ministry of Justice, together with its partners, including tech companies and law firms, completed the construction of the National Legal Portal.

The National Legal Portal is a result of public-private collaboration, newly developed and integrated with existing legal information systems of the Ministry of Justice and law firms’ service databases. The platform offers practical, user-friendly features including a comprehensive legal document system, advanced search for new laws, and channels for collecting feedback on draft regulations. It also receives and processes input from citizens, businesses, and local authorities about legal documents.
The portal employs legal AI to assist in resolving legal issues and provides business support, while connecting users with law firms and lawyers for specialized advice. Additionally, it offers legal aid services to disadvantaged groups and policy beneficiaries. Importantly, the portal ensures that all feedback on legal shortcomings is managed digitally, guaranteeing speed, transparency, and accountability throughout the process.
This processing system was approved by the Prime Minister in Decision No. 244 dated February 5, 2025, on approving the project for applying digital technology to receive and handle feedback and recommendations on legal normative documents and is connected to the VnEID application. The Ministry of Justice has conducted test operations for account issuance and training for ministries, sectors, and localities to ensure readiness.
With the approval of the Prime Minister, the official launch of the National Legal Portal today is a significant milestone, reflecting the determination and effort of the Ministry of Justice to realize the goals of the Politburo's Resolution No. 66 on reforming the law-making and law-implementing process in response to national development demands in the new era, and Resolution No. 68 on private economic development. It serves citizens and businesses in accessing legal policies, promotes the application of technology, and creates timely mechanisms to comprehensively identify and address legal regulatory bottlenecks.
Speaking at the event, Prime Minister Pham Minh Chinh emphasized that the legal and institutional system is one of three strategic breakthroughs, the "breakthrough of breakthroughs", a driver and resource for development. However, it is also the bottleneck of bottlenecks, not just for people and businesses but also for state agencies. Therefore, openness, transparency, and contributions from citizens and businesses in developing and improving the institutional framework are essential.
The Prime Minister acknowledged and highly praised the Ministry of Justice for completing the National Legal Portal in just two weeks with high determination, significant effort, urgency, and proactive coordination with relevant agencies, completing the assigned task on time.
This event holds significant meaning across six key aspects. First, it addresses the "bottleneck of bottlenecks," driving institutional reforms considered the "breakthrough of breakthroughs" and acting as a catalyst for development. Second, it reflects the Party and State’s policy of placing people and businesses at the center, ensuring all policies are designed and implemented for them. Third, it shifts service delivery from a passive approach, waiting for citizens and businesses to initiate procedures, to a proactive model.
Fourth, it supports the development of a digital economy and the building of a digital government, digital citizens, and a digital society. Fifth, it advances the implementation of four Politburo resolutions on science and technology, innovation, national digital transformation, international integration, legal reform, and private economic development. Finally, it helps reduce compliance costs, time, and effort, creating greater convenience for people and businesses.
The Prime Minister emphasized: We expect this to be the official destination, a trusted address, an intelligent interaction bridge, and an indispensable companion. This is a major effort by the Government, a step to implement and concretize the Party's policies, under the leadership of the Party, directly and regularly by the Politburo, headed by General Secretary To Lam.
The Prime Minister highlighted recent achievements marked by “clear thinking, strong determination, great effort, decisive action, and effective results.” He praised the ability to “turn nothing into something, transform difficulties into ease, make the impossible possible, and elevate what was once unimportant to true significance.”
Among notable accomplishments, he cited the reorganization of the administrative apparatus and boundaries, targeted for completion within six months to enable the new structure to be operational from July 1, alongside the issuance and implementation of four key strategic Politburo resolutions.
The Prime Minister stated that we build and protect the nation based on three pillars: building a socialist rule-of-law state "of the people, by the people, for the people"; developing a socialist-oriented market economy; and building socialist democracy.
With the consistent view that we do not sacrifice progress, fairness, social security, and the environment for mere economic growth, we are synchronously implementing tasks for socio-economic development, ensuring national defense and security, foreign affairs and integration, and cultural development...
Appreciating the launch of the National Legal Portal with the spirit that "every action is a joy for the people, businesses, and society," the Prime Minister said that after the Conference to implement Resolutions 66 and 68, he answered some questions from delegates, but many still wanted to provide more input. Therefore, the Prime Minister instructed the organization of a dialogue with businesses on the implementation of Resolution 68.
The Prime Minister stated that if in the past we had the art of people's war and guerrilla warfare that led to victory in the struggle for national independence and unification, then today, in peacetime, we must develop the country, build an independent, self-reliant economy for national development. Hence, it is necessary to launch a movement of "the entire population striving to become prosperous" to mobilize all resources for national development.
In the coming time, to ensure smooth, effective operation and to achieve the set goals and requirements of the National Legal Portal, the Prime Minister requested the Ministry of Justice to continue coordinating with ministries and related agencies to improve features, add information fields, review, supplement, and regularly update data, enriching the content. Ensure smooth, safe operation, smart and user-friendly interface, data that is "accurate, sufficient, clean, and live," and provide fast and accurate information.
This includes focusing on receiving, categorizing, forwarding, and monitoring the handling of feedback and recommendations regarding legal normative documents. Research and apply advanced technologies such as artificial intelligence and big data to improve service quality and operational efficiency. Ministries, ministerial-level agencies, government agencies, and provincial and city People's Committees should actively coordinate and provide and update data on the National Legal Portal. Assign focal points to coordinate with the Ministry of Justice in providing legal explanations, and receiving and handling feedback and recommendations from citizens and businesses within their authority and management areas.
Press and media agencies should enhance communication about the purpose, significance, features, and benefits of the National Legal Portal so that citizens and businesses know, access, and use it effectively; counter fake news and refute misinformation.
To truly make the National Legal Portal a "useful tool for everyone, in every household," the Prime Minister called on all officials, civil servants, and public employees across the political system, and urged the business community and every citizen to actively participate in, explore, utilize, and benefit from the services offered by the Portal.
At the same time, the Prime Minister proposed that English-language content on the National Legal Portal be researched and updated. He also called for the development of a system and criteria to measure and evaluate the Portal's performance, for instance, by tracking how many citizen and business requests are resolved each month.
The Prime Minister affirmed that the Government will always listen and provide close guidance to ensure the National Legal Portal is continuously improved and upgraded, becoming a true symbol of a dynamic, modern justice sector committed to serving the nation and the people.
On behalf of the Government, the Prime Minister wished the National Legal Portal effective operations that meet the real needs and expectations of citizens and businesses, practical and efficient, not superficial or symbolic. The more people and enterprises use and engage with the Portal, the more they should see its tangible benefits, contributing to the development of a culture of legal compliance throughout society and making a concrete contribution to building a socialist rule-of-law state of the people, by the people, and for the people.
