Electoral Unit No. 3 comprises 10 wards formed from three districts, including Thanh Xuan, Cau Giay, and Nam Tu Liem. These wards comprise of Thanh Xuan, Khuong Dinh, Phuong Liet, Cau Giay, Nghia Do, Yen Hoa, Tu Liem, Xuan Phuong, Tay Mo, and Dai Mo.

During the meeting, after listening to reports from National Assembly deputies on the outcomes of the 9th Session of the 15th National Assembly and the responses from competent authorities to previous voter petitions, voters from the wards voiced their opinions.
They expressed joy and strong support for the Party and State’s policy of restructuring the two-tier local government system. Voters believed that this model would promote greater autonomy and creativity in the operation of administrative and governmental bodies at the provincial, city, commune, and ward levels, paving the way for a service-oriented administration that is closer to the people and better serves their interests.
Voters highly appreciated the sense of responsibility demonstrated by the Hanoi National Assembly Delegation and its deputies, particularly their thoughtful contributions to the session’s agenda and their effective representation of the aspirations and consensus of the Capital’s electorate at the National Assembly.
They proposed that relevant authorities continue to strengthen public communication to ensure residents are well-informed about the implementation process, necessary procedures, and related policies taking effect from July 1, 2025.
Additionally, voters called for the timely issuance of specific regulations and guidance from higher-level agencies for mass organizations assigned by the Party and State, such as the Red Cross, the Study Promotion Association, and the Association of the Elderly, to ensure smooth and consistent execution of their roles under the new framework.

In addition, the relevant agencies should consider appropriate policies for officials, civil servants, public employees, part-time workers, and surplus staff following administrative mergers. Voters also requested that regulations and guidance on the functions and tasks of ward-level health stations be issued soon so these units can quickly become operational.
Voters also called for regular supervision and inspection to promptly identify issues within the institutional system and the contingent of public officials, thereby enabling capacity building and facilitating the completion of their duties.
Speaking at the meeting, Comrade Nguyen Ngoc Tuan, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council, and Deputy Head of the Hanoi National Assembly Delegation, emphasized that this was the first voter meeting following the implementation of the two-tier local government model and thus carried special significance. He noted that the heartfelt and responsible opinions expressed by voters reflected their close attention to the activities of the National Assembly and the Hanoi delegation.
Affirming that the 9th Session of the National Assembly was a historic session that addressed numerous critical issues, Chairman Nguyen Ngoc Tuan stated that Hanoi, in coordination with the entire country, had vigorously and synchronously undertaken tasks ranging from public consultation on constitutional amendments to administrative unit reorganization.
Hanoi organized the implementation of the two-tier local government model in a methodical manner. As of the morning of July 1, 126 communes and wards simultaneously held the first session of their People's Councils to announce decisions on personnel appointments and adopt other important resolutions.
At the same time, City leaders conducted inspections on the model's operation, which initially demonstrated generally effective implementation. Public administrative service centers operated smoothly, ensuring adequate services for residents and businesses in conducting administrative procedures.
At the meeting, the Chairman of the Hanoi People's Council informed voters about several key outcomes related to the City's socio-economic development tasks during the first six months of the year. The results reflected many positive signs, with budget revenue performance standing out as a highlight.
Urban refurbishment also saw significant progress, particularly through efforts to upgrade parks and flower gardens, which contributed to a renewed and vibrant appearance across the City.
Chairman Nguyen Ngoc Tuan affirmed that these achievements were made possible thanks to the contributions of voters, residents, businesses, and agencies located in the 10 wards.
Tuan acknowledged the opinions and petitions raised by voters and requested the secretariat to compile and categorize them based on whether they fall under the authority of central or city-level agencies, so they can be forwarded to the appropriate bodies for response and resolution.
He also called on departmental and sectoral leaders to promptly receive and address any issues related to their respective units. Additionally, the wards were instructed to thoroughly review and effectively handle the feedback and recommendations from voters.
