The Hanoi People's Committee on January 14 officially announced the Hanoi Capital Development Master Plan for 2021-2030, with a vision to 2050, and the Revision of the Hanoi General Planning to 2045, with a vision to 2065.
On December 12, 2024, Prime Minister Pham Minh Chinh signed Decision No.1569/QD-TTg, approving the Hanoi Development Master Plan for 2021-2030, with a vision to 2050.
The plan is built on a new vision and a globally-minded, capital-oriented approach, fostering new opportunities and new values to drive the development of a cultured, civilized, and modern capital in long term. This initiative aims to propel Vietnam into the new era of national resurgence.
At its core, the master plan upholds the principle that "people are at the heart of development". It envisions Hanoi as a cultured capital of global connectivity, elegance and grace. The city will become a place of harmonious development, peace, and prosperity with a people-centric government, highly responsible enterprises, a trust-based society, and happy citizens.
The plan outlines five key development principles, ensuring that Hanoi's growth aligns with Vietnam's socioeconomic development strategy, the national development master plan, and the Red River Delta regional plan. It aims to inspire Hanoi's transformation into a cultured, civilized, green, smart, and modern city and on par with other leading capitals in the region and the world.
Later, Deputy Prime Minister Tran Hong Ha on December 27, 2024 signed Decision No.1668/QD-TTg, approving adjustments to the Revision of the Hanoi General Planning to 2045, with a vision to 2065.
The plan defines Hanoi's urban structure as a multi-centered metropolis, consisting of five key urban zones: the Southern Red River Urban Zone, the historic inner city, the expanded historic inner city, and areas extending westward and southward spanning Dan Phuong, Hoai Duc, Ha Dong, Thanh Tri districts, and parts of Thanh Oai and Thuong Tin districts.
A major focus of the plan is spatial development, covering overall spatial planning and district-specific zoning, focusing on the development of rural areas, green spaces, ecological corridors, green belts, underground spaces, land-use planning in different phases, socio-economic and technical infrastructure development.
Prime Minister Pham Minh Chinh praised Hanoi's success in developing the two plans as it is able to build upon past efforts, and identify new unique traits, opportunities, and competitive advantages.
The two master plans also highlight all challenges, and existing weaknesses, laying the groundwork for solutions, he said.
The Prime Minister emphasized that planning should guide, shape, and set a clear vision, serving as both a roadmap and a legal framework.
He urged Hanoi to develop concrete implementation plans in line with the laws and policies of the Party and Government, and real-world dynamics.
Hanoi must also mobilize resources effectively, ensuring that planning reflects the aspirations and needs of its people, he said.
The Prime Minister expressed his desire for Hanoi to establish a world-class planning exhibition center, which ensures transparency, public accessibility, and oversight of all projects.
This site will serve as a tourist attraction and an investment magnet, he added.
"Developers must uphold Hanoi's identity as a green, clean, civilized, and modern capital, and ensure Hanoi's long-standing cultural heritages be preserved alongside sustainable urban development," Prime Minister Pham Minh Chinh said.
"The city must boost cultural and creative industries, entertainment sectors, and bringing Vietnam's cultural essence to the world, while embracing global cultural excellence in a uniquely Vietnamese way."
The Prime Minister expressed his confidence in the leadership and commitment of the Hanoi Party Committee, local authorities, enterprises and people to successfully implement the two master plans, achieve significant breakthroughs, and contribute to Vietnam's national resurgence.
