The council reviewed reports and proposals from the Hanoi People's Committee and reports from the Council's committees. It passed 20 resolutions with a high level of consensus.
Many of these resolutions are significant, especially concerning the reorganization of administrative units and local government structures. Others concretize the Capital Law and related mechanisms and policies to promote socio-economic development and ensure social welfare.
The council called on the municipal People's Committee and all local agencies to maintain high political determination and promptly implement the newly adopted resolutions in a comprehensive and effective manner.
Nguyen Ngoc Tuan, council chairman, said that the reorganization of administrative units and the restructuring of local government into two levels is a timely and correct policy. This aims to streamline and strengthen the political system, making it more efficient and effective – earning strong public support.
He urged the municipal People's Committee to closely follow central and municipal guidelines and quickly finalize the proposal on commune-level administrative reorganization.
This proposal must be submitted to the Ministry of Home Affairs before May 1, 2025 to be presented to the Government and the National Assembly Standing Committee.
The municipal People's Committee was also asked to review and improve related legal documents for submission to the People's Council, ensuring they can be enforced immediately after the dissolution of district-level administrative units from July 1, 2025.
Municipal authorities should continue to streamline its organizational structure, enhance the quality of its workforce, and conduct thorough political and ideological work with officials and party members. Public communication efforts must also be intensified to build consensus.
Regarding resolutions on finance, budget, land, public investment, and planning, chairman Tuan said that these are essential for removing obstacles, unlocking resources, and boosting economic growth.
"The municipal People's Committee must clearly assign tasks, set timelines, monitor progress, and quickly address any problems during implementation," he said.
On the Capital Law implementation plan, the chairman stressed the large volume of remaining work.
He urged the City People's Committee to direct departments to coordinate closely with the Council's committees, build timelines, and prepare documents for review in upcoming sessions to ensure high quality.
Chairman Tuan also announced that the Council plans to hold two more special sessions in mid-May and late June, ahead of the regular session in July 2025. These will focus on mechanisms and policies related to the reorganization of administrative units starting July 1, 2025.
He reaffirmed the Council's commitment to working alongside the city government in this process.
During its 22nd session, the council approved resolutions on the list of land sites planned for pilot projects under National Assembly Resolution No.171/2024/QH15 dated November 30, 2024; adjustments and additions to the list of land recovery projects for 2025; and the list of land-use conversion projects involving rice land in 2025.
Legislators also voted to approve procedures for establishing, adjusting, and expanding high-tech zones, and the authority of the Management Boards of high-tech and industrial zones.
They also approved the dismissal of the following individuals from their positions as members of the City People's Committee as follows:
- Lieutenant General Nguyen Hai Trung, former Director of Hanoi Police (transferred to a new post);
- Le Anh Quan, former Director of the Department of Planning and Investment (new assignment);
- Do Dinh Hong, former Director of the Department of Culture and Sports (retired);
- Le Thanh Nam, former Director of the Department of Natural Resources and Environment (new assignment);
- Nguyen Viet Hung, former Director of the Department of Information and Communications (new assignment);
- Ngo Minh Hoang, former Director of the Department of External Affairs (new assignment).
The council elected Nguyen Thanh Tung, Major General and current Director of Hanoi Police, as a new member of the City People's Committee for the 2021-2026 term.
