The Party Committee of the Hanoi People's Council on June 6 convened its first congress for the 2025-2030 term.
The event was attended by Nguyen Ngoc Tuan, Vice Secretary of the Hanoi Party Committee, Chairman of the Hanoi People's Council, and Secretary of the Party Committee of the Hanoi People's Council.
Other notable attendees included Phung Thi Hong Ha, Standing Vice Chairwoman of the Hanoi People's Council, Pham Qui Tien, Vice Chairman of the Hanoi People's Council, Nguyen Truong Son, Vice Secretary of the Hanoi Party Committee's agencies, and representatives from the Office of the Hanoi Party Committee, the Party Committee of the Vietnam Fatherland Front Committee of Hanoi, and the Party Committee of the Hanoi People's Committee.
According to Nguyen Ngoc Viet, Chief of the Office of the National Assembly Delegation and the People's Council of Hanoi, in 2020-2025, the Party Committee of the Hanoi People's Council consistently renewed its leadership approach, improving the effectiveness of the capital's elected body.
With high responsibility and close adherence to political tasks and the Hanoi Party Committee's guidance, the committee comprehensively and systematically implemented key tasks, achieving many important results that contributed significantly to Hanoi's overall development.
At the start of the term, the committee's organizational structure was streamlined to operate more efficiently.
The merger of the Party Committee of the Office of the Hanoi People's Council and the Party Cell of the National Assembly Delegation Office into the new Party Committee of the Office of the National Assembly Delegation and People's Council of Hanoi was carried out appropriately.
In March 2025, the Party Committee of the Hanoi People's Council was officially established, marking a new milestone in organization and leadership capacity.
Regarding professional duties, the committee successfully organized the election of National Assembly and People's Council deputies at all levels for the 2021-2026 term.
Voter turnout reached an impressive 99.16%, exceeding the previous election. Hanoi elected a full complement of deputies for the National Assembly, the Hanoi People's Council, and the People's Councils at district, commune, and town levels.
The Hanoi National Assembly Delegation continued to make significant contributions to legislative and oversight activities.
Since the beginning of the term, the delegation has organized dozens of oversight and survey missions as part of the National Assembly's program and its own plan, actively participating in parliamentary sessions and providing many high-quality, in-depth comments on laws, resolutions, and important projects.
The committee has also executed annual plans and work programs, focusing on practical content aligned with the capital's development needs.
Notably, it effectively implemented the Politburo's Resolution 15-DA/TU on enhancing the capacity, effectiveness, and efficiency of People's Councils at all levels in Hanoi for the 2021-2026 period, linked to piloting the urban government model and strengthening rural administration.
During the term, the Hanoi People's Council convened 22 sessions and passed 324 resolutions – the highest number of sessions and resolutions ever adopted.
Questioning, oversight, and explanations were also intensified, with seven regular questioning sessions, two thematic questioning sessions, four explanatory sessions, and dozens of oversight activities by the Council's committees.
These activities contributed to improving transparency and the effectiveness of the city's administration.
Meetings with voters became more structured and effective. The Standing Committee of the City People's Council organized thematic voter meetings focusing on pressing issues such as traffic and vocational training, while also strengthening efforts to address citizens' petitions and feedback.
The Party Committee consistently identified Party building as a key task, leading and implementing it comprehensively.
Efforts to enhance political and ideological education, improve the awareness of officials and Party members, and strengthen staff planning and organization were carried out systematically.
During the term, three new Party members were admitted, while the Party Committee awarded 30-year and 40-year Party membership badges to longstanding members.
The "Skillful Mass Mobilization" model was effectively implemented, thematic activities were enhanced, and the quality of Party cell meetings was improved.

The Party Committee also focused on improving the capacity and exemplary conduct of officials, especially those in leadership positions.
Administrative reforms and digital transformation within the organization were accelerated, fostering a spirit of creativity and dedication among staff.
Mass organizations within the agency, such as the Trade Union and Youth Union, actively organized events that strengthened solidarity and unity.
At the congress, delegates discussed various issues presented in the political report.
The highlights included the role of Party members in the elected body in practicing thrift and combating waste in financial policy making, key tasks to improve the quality of Party cell activities, and the promotion of information technology and digital transformation in the work of the Hanoi People's Council.
Nguyen Ngoc Tuan, Secretary of the Party Committee of the Hanoi People's Council, said that the implementation of the resolutions of the 17th Hanoi Party Congress for the 2020-2025 term has been creative and comprehensive, focusing on ten key work programs and three strategic breakthroughs.
These efforts have yielded significant results, and the Hanoi People's Council Party Committee plays an active and responsible role in these achievements, he said.
He stressed that the first congress of the Party Committee of the Hanoi People's Council for the 2025-2030 term carries a vital mission: determining the direction, objectives, tasks, targets, and solutions for building and developing the Party Committee during the new term.
He called on the committee to continue thoroughly implementing the directives of the Central Party and the Hanoi Party Committee on Party building, particularly the Resolutions of the 12th and 13th Central Party Plenums on Party building and rectification of the political system.
Tuan also urged the Party Committee to continue innovating the working methods of the Party's executive body in leading and directing the political tasks of the National Assembly Delegation and the People's Council of Hanoi.
The goal is to build a clean, strong, exemplary Party Committee known for its discipline, administrative ethics, and exemplary conduct, with a team of capable and politically steadfast officials who meet the demands of the new era, he said.
The Hanoi People's Council chairman also called for the successful implementation of the resolutions of the congress, striving for an economic growth rate of 8% or higher in 2025 and double-digit growth in subsequent years.
He emphasized the need to restructure the political system to facilitate the operation of the two-tier local government system starting on July 1, 2025.
Tuan requested that the Party Committee and its Standing Committee continue to improve the quality, effectiveness, and efficiency of the Hanoi People's Council and the National Assembly Delegation.
He stressed the importance of thorough, scientific, and practical approaches, continuing to innovate meetings, oversight, explanations, voter contact, and citizen reception to meet the demands of the new two-tier local government model.
