Opening the meeting, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that, based on the provisions of the Law, following the direction of the Central Government, City Party Committee, and the actual situation and requirements of the city, and in coordination with the Hanoi People's Committee and the Vietnam Fatherland Front of Hanoi, the Standing Committee of the Hanoi People's Council decided to convene this special session to promptly consider some major, important, and urgent issues within the authority of the City People's Council. This is a specialized meeting with a large volume of work, expected to take place in one day, with four key topics. First, the Hanoi People's Council will consider and make a decision regarding the policy on reorganizing the administrative units at the commune level within the city.
Recently, in implementing the resolutions and conclusions of the Central Party Committee, the Politburo, the Secretariat, the National Assembly Standing Committee, the Government, and the Central Steering Committee, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front of Hanoi have focused and urgently led, directed, and decisively implemented the task of renewing and reorganizing the political system's apparatus to be lean, effective, and in line with the city's development requirements in the new situation.
At this session, the Hanoi People's Council continued to consider the proposal to reorganize the administrative units at the commune level to be sent to the Ministry of Home Affairs for submission to the competent authorities for consideration and decision. The proposal has been carefully and urgently prepared, closely following the viewpoints, objectives, requirements, principles, and orientations of the Central Government and the city, ensuring all procedural steps are in accordance with regulations. "The reorganization of 526 communes, wards, and towns is expected to result in 126 new communes and wards, and the upcoming implementation of the two-level local government model will continue to materialize the Central and city policies on building administrative units close to the people, best serving the people; while also creating the best conditions for Hanoi to continue to develop, advancing alongside the nation into a new era for the people," emphasized Nguyen Ngoc Tuan.

Second, regarding the resolutions to implement the Capital Law 2024. In the 19th specialized session and the 20th regular session, the Hanoi People's Council considered and issued 18 resolutions to implement the Capital Law in areas such as organizational structure, decentralization, delegation of authority, mechanisms, policies, and regulations to protect and develop the Capital. To urgently specify the provisions of the Law, this session will continue to consider resolutions, including: regulations on fines for administrative violations in land and environmental issues; lists for the preservation and promotion of heritage values and architectural works; regulations concerning the organization and operation of high-tech zones and industrial zones in the city.
These are new, important policy groups that are of great interest to voters and the public. During the preparation process, the Standing Committee of the Hanoi People's Council directed its committees to closely coordinate with relevant agencies to prepare the content and implement the verification steps to ensure consistency, thoroughness, quality, effectiveness, and compliance with regulations. The Vietnam Fatherland Front of Hanoi has also organized feedback on several important contents that will have a wide impact, forming the basis for the Hanoi People's Council to discuss and decide, ensuring that the policies issued will be practical and effective.
Third, the Hanoi People's Council will consider and make decisions on specialized issues related to finance, budget, public investment, land, and planning, including important matters such as: updating and adjusting the public investment plan; deciding on the investment policy for two major transportation projects: the Ngoc Hoi Bridge project and the road connecting the Tu Lien Bridge with the Hanoi - Thai Nguyen expressway; approving the list of land plots for pilot projects under Resolution No. 171 of the National Assembly; adjusting and supplementing the list of land acquisition, land-use conversion; and considering the Hanoi biotechnology high-tech zone construction plan.
These resolutions aim to promptly resolve difficulties, maximize resource utilization, promote socio-economic development, ensure the 2025 GRDP growth target of at least 8%, and create an important foundation for Hanoi to break through and achieve double-digit growth in the 2026-2030 period.
Fourth, the Hanoi People's Council will consider and make decisions on specific mechanisms and policies to support policy beneficiaries, those with meritorious services, forces engaged in managing and preventing drug abuse, and the support to improve the quality of public services for the people and businesses in administrative procedures and public services within the city. The People's Council representatives are encouraged to focus on studying, discussing, contributing many insightful and practical opinions, and making decisions on the mechanisms and policies for them to quickly become practical in life and achieve effective results.
Emphasizing that the 22nd session of the Hanoi People's Council is of great importance, Chairman Nguyen Ngoc Tuan urged the representatives to heighten their sense of responsibility, focus on thoroughly studying the contents, engage in discussions, contribute valuable and deep opinions, and make quality and substantial decisions.
