According to Nguyen Thanh Binh, Head of the Culture - Society Committee of the Hanoi People's Council, current planning related to Hanoi's parks and greenery is mainly based on Decision No. 1495/QD-UBND dated March 18, 2014, approving the planning of the system of trees, parks, flower gardens, and lakes in the city until 2030 with a vision to 2050 (referred to as Planning 1495). However, since then, many other important legal documents have been issued, in which the concept of "planning for parks and greenery" no longer exists.

Also according to the Head of the Culture - Society Committee of the Hanoi People's Council, the city has not yet adjusted Planning 1495 nor developed an overall project to serve as a foundation for implementing investment in the construction and renovation of parks and green spaces in a synchronized manner. This not only affects investment effectiveness but also creates difficulties in attracting socialized resources for park and flower garden projects.
At the explanatory session, representatives from the city's departments and sectors frankly pointed out current inadequacies and proposed solutions. Nguyen Trong Ky Anh, Director of the Hanoi Department of Planning and Architecture, stated that Planning 1495 set a general orientation framework for the city's system of parks, lakes, and greenery. However, implementation has faced difficulties since many new park and flower garden locations were only preliminarily identified, lacking complete information on area, characteristics, or architectural planning criteria. On this basis, the Department of Planning and Architecture has advised the Hanoi People's Committee to issue a plan to concretize the contents of Planning 1495 through a system of subzone planning projects. At the same time, assigned investors and localities are responsible for organizing and implementing detailed plans to ensure feasibility and synchronization between planning and actual investment.

In addition, the Department of Planning and Architecture has conducted a comprehensive review of parks currently being or planned to be invested in across the city. According to current statistics, there are 32 parks categorized as green space parks and 28 thematic parks identified in the detailed planning list at a 1/500 scale. This list has been approved by the Hanoi People's Committee in Document No. 2183/VP-DT issued on February 28, 2024.
At the same time, the Department has also classified and fully compiled the implementation plan for the 2021–2025 period, including 45 existing parks and flower gardens to be renovated, 6 new parks to be built, along with 6 parks and flower gardens currently undergoing planning procedures. Specific proposals for each park have also been submitted to the Hanoi People's Committee for direction and management.
Nguyen Phi Thuong, Director of the Hanoi Department of Construction, also further clarified the shortcomings in the implementation of Planning 1495 and Planning 12593 related to the development of parks and green spaces in the city. He stated that currently, there are a total of 212 parks in the city that have not yet been invested in. In addition, several parks already in use are not included in any investment or repair plan, affecting urban infrastructure quality and residents' living needs. To thoroughly address these issues, the Hanoi People's Committee has assigned the Department of Construction to lead the development of a comprehensive proposal for the development of the system of trees, parks, and flower gardens. According to the plan, the proposal will be completed in August and will propose several specific mechanisms and policies to accelerate investment progress and attract socialized resources.
Reporting at the explanatory session, the Director of the Department of Construction added that as of the end of the first quarter of 2025, the city of Hanoi had completed the renovation and new construction of a total of 70 parks, including 10 parks and 60 flower gardens. This figure represents 140% of the target set by Program No. 03-CTr/TU issued by the Hanoi Party Committee. Districts and counties are still continuing to implement the remaining parks and flower gardens according to the plan. It is expected that by the end of the year, the total number of parks and flower gardens put into use will increase significantly, contributing to the improvement of the urban landscape and the quality of life for residents.
Nguyen Phi Thuong emphasized that achieving these results requires strong direction from the Hanoi Party Committee and the Hanoi People's Committee, along with the cooperation and support of the people. The synchronized development of the park and flower garden system not only creates green, clean, and beautiful living spaces but also demonstrates practical attention to the welfare, recreation, and cultural needs of the capital's residents.
