The plan aims to improve the quality of the rural workforce, increase incomes, create stable employment, and meet the demands of industrialization and modernization.
The Hanoi People's Committee on July 7 issued Plan No. 177/KH-UBND to revamp vocational training for rural workers, aligning it with the city’s goals of agricultural and rural industrialization and modernization.
The move follows Plan No. 316-KH/TU dated April 23, 2025, issued by the Hanoi Party Committee to implement Directive No. 37-CT/TW from the Party Secretariat.
The plan targets improvements in workforce quality, income growth, and stable employment opportunities, while responding to the needs of industrial and agricultural modernization.
Vocational training will be closely linked with high-tech and green agriculture and broader regional economic development strategies. Hanoi aims to enroll around 20,000 rural workers in training programs annually, raising the proportion of trained workers to 80%, and the share of those holding degrees or certificates to 60% by 2030.

The Hanoi plan calls for strengthening communication and raising awareness among Party committees and government bodies on the importance of vocational training for rural workers. It emphasizes continued reform to enhance training quality and effectiveness, with a focus on integrating digital skills to support the development of the digital economy and society.
The city will ensure sufficient resources and conditions for vocational training, while innovating and expanding training programs to meet evolving labor market demands. Training will be modular, credit-based, and tailored to business needs, offering flexibility for rural learners.
Efforts will also be made to build a qualified pool of instructors, vocational trainers, and management personnel. Authorities will regularly oversee and assess training outcomes, holding agency heads accountable for results. The plan also seeks to improve investment efficiency and mobilize broader support for rural vocational training.
Various communication channels will be used, emphasizing the role of the press, political and social organizations, and unions.
A dedicated section on rural vocational training will be developed.
This includes increasing practical training, applying digital technologies, and improving vocational guidance and student streamlining.
Digital platforms will be used for online teaching, and innovation and start-ups will be supported.
This involves mobilizing public funding, encouraging social investment, and upgrading equipment and infrastructure.
This includes training and capacity-building and encouraging artisans and skilled professionals to participate in instruction.
Training must be linked to actual production to ensure impact and avoid superficial implementation.
Budget allocations will increase, private investment will be encouraged, and funding methods will shift from average allocations to performance-based contracts.
The Hanoi People's Committee assigned the Department of Education and Training to lead the implementation, coordinate training, and monitor and evaluate progress. The Department of Finance will allocate and supervise funding, while the Department of Agriculture and Environment will design training programs for agricultural vocations and support start-ups.
The Department of Science and Technology is tasked with proposing innovation programs. The Department of Culture and Sports will lead communications efforts. The Department of Ethnic and Religious Affairs will organize training for ethnic minorities.
The city's Social Policy Bank will provide loans for vocational training and start-ups. The Hanoi chapter of the Vietnam Fatherland Front and relevant organizations will survey, advise, support farmers, and promote vocational training and entrepreneurship among young people and members.
Communal and ward-level authorities will organize local implementation, develop specific plans, and integrate training with other programs.
