The meeting was attended by representatives from the Hanoi Party Committee's Organization Commission, Inspection Commission, Publicity Department, and Mass Mobilization Department, along with leaders of the municipal People's Council Committees.
At the session with Hoan Kiem Ward, Standing Deputy Secretary of the Ward Party Committee Truong Thi Thanh Nhan reported that the ward currently has 135 Party organizations under its authority, with a total of 6,636 Party members. To prepare for the 2025–2030 Party Congress, the ward's Standing Party Committee issued three detailed implementation plans and established four working groups to provide advisory support for organizing the Congress.

As of now, 130 of the 135 Party organizations have successfully held their Congress meetings before July 1, 2025. Notably, all newly established grassroots Party organizations formed after recent mergers have also completed their 2025–2030 Congresses. These steps mark important groundwork for the first Congress of the Hoan Kiem Ward Party Committee for the 2025–2030 term, which is scheduled to take place on July 22–23, 2025, with 200 official delegates in attendance.
Nhan emphasized that the upcoming Congress will summarize the implementation of the 2020–2025 resolutions based on the merged Party committees and define new directions, objectives, and solutions for the 2025–2030 term. Delegates will also discuss and provide input on draft documents for the 14th National Party Congress and the 18th Congress of the Hanoi Party Committee.
A notable highlight is the ward's adoption of digital transformation in organizing the Congress. All supporting documents have been digitized, and 100 percent of delegates will use smart devices for information access, eliminating traditional printed materials. The ward also introduced a virtual reception system to assist with welcoming, check-in, and seating arrangements. Four digital kiosks have been installed to facilitate communication and promotion before and during the Congress.
During the session, members of the working delegation praised the ward's proactive and methodical approach. However, they also suggested that the ward include more specific data related to Party development, socioeconomic indicators, and development directions for the new term. For public order and safety, the ward was advised to prepare a detailed plan, especially considering its location in the Old Quarter, which sees high volumes of pedestrians and vehicles. Traffic flow and parking arrangements need to be handled appropriately during the Congress.

In his concluding remarks, Chairman Tuan recognized the thorough and determined efforts of the Hoan Kiem Ward Party Committee. He emphasized that since this Congress will serve as a model, the ward must seriously consider all feedback from the working delegation to ensure the event is exemplary, scientifically managed, and free from errors. Tuan underscored that the political reports and thematic presentations must reflect innovation, creativity, and distinctive leadership approaches.
At the working session with Hong Ha Ward, Standing Deputy Secretary of the Ward Party Committee Phung Thi My Nga reported that the ward had recently directed six newly established Party organizations to convene Congresses. These sessions centered on setting directions, objectives, and solutions for the 2025–2030 term and contributing feedback to the draft document for the 14th National Party Congress. Other Party branches have also held expanded meetings to address similar content and nominate candidates for the Congress.
Nga noted that the ward leadership has paid close attention to gauging public sentiment, especially among officials, Party members, and residents following the implementation of the two-tier local government model. The Party Committee has worked to resolve issues promptly to prevent conflicts and ensure unity in political thought and public consensus.
During the meeting, delegation members advised the ward to review the organization of former Party units and complete administrative tasks such as official seal registration and operation guidelines for newly established units.
They also recommended greater integration of digital technologies during the Congress and urged the ward to ensure that political reports comprehensively address key areas such as urban planning, the environment, social and cultural development, healthcare, education, and social welfare. A clear five-year development roadmap with quantifiable goals and solutions should be established.
Significantly, Hong Ha Ward holds a unique geographical position along the Red River development corridor. While this location offers strategic advantages, it also presents challenges for urban development. The delegation recommended that the ward align its development orientation with the 2024 Capital Law, particularly regarding the management of riverbanks, floodplains, agricultural land use, and construction near the river. For revenue generation, the ward should link economic development in non-floodplain areas with specific five-year financial goals.
In his closing remarks, Tuan commended the Hong Ha Ward Party Committee for its efforts under challenging new conditions. He expressed hope that the ward would leverage its geographic potential tied to the Red River to create future breakthroughs, referred to as "Red River miracles."
Tuan urged the ward to incorporate all suggestions from the working delegation, execute preparations with rigor and scientific planning, and follow all regulatory guidelines. He emphasized the need to adhere strictly to the timeline for the Party Congress at all levels and the rollout of the two-tier local government model. The ward must also address emerging issues promptly, categorize and plan detailed actions for each task.
In the long term, the ward should focus on streamlining its administrative apparatus, urban development planning, and improving living standards. Priority should be given to boosting the economy, culture, environmental protection, and preparing for the 80th anniversary of National Day on September 2. Immediately, the ward should launch an extensive communication campaign about the Congress to inspire enthusiasm among Party members and residents. It must also ensure proper delegate selection procedures, allocate appropriate funding, and apply digital technology in the voting process to guarantee transparency, modernization, and efficiency
