The plan seeks to ensure proper implementation of policies that support individuals who leave their positions as a result of organizational restructuring. It aims to help them stabilize their lives and continue contributing to economic growth and social security.
The scope of implementation includes all agencies within the city's political system. It covers staff and workers previously employed by Party bodies, government units, the Fatherland Front, and other political and social organizations from city to commune level.
Beneficiaries are those who wish to receive vocational training or employment assistance following their departure due to restructuring.
Party committees, local authorities, and the Fatherland Front at all levels are tasked with communicating the policy objectives clearly and encouraging affected individuals to join training programs, change careers, start businesses, or enter the labor market in roles that match their skills and the needs of employers.
Vocational Training Support
Commune-level authorities in Hanoi will assess vocational training needs among affected residents, prioritizing fields with high labor market demand. Training programs will be tailored to participants’ educational backgrounds and each locality’s development priorities.
Residents seeking long-term career shifts will be directed toward emerging industries, while those needing immediate jobs will receive short-term courses lasting under three months. Individuals aiming for stable careers in new sectors may undergo intermediate-level training.
Hanoi’s vocational schools will work with local authorities to design and deliver programs based on registration lists compiled at the commune and ward level.
Support levels will vary. Workers eligible for unemployment insurance will receive training support in accordance with Clause 1, Article 3 of Decision No. 17/2021/QD-TTg dated March 31, 2021.
For those not eligible for insurance support, including part-time workers not covered by unemployment insurance, the city will propose a resolution to the People's Council to fund vocational training at the basic and intermediate levels, including courses under three months.
Employment Support
Free job counseling and placement services will be provided. Eligible individuals can also access preferential loans from the city's budget through the Vietnam Bank for Social Policies to support self-employment or business activities.
The People's Committee has requested full and transparent implementation of all related policies to support vocational training, career transition, and job placement. The Hanoi Fatherland Front and mass organizations, along with department and agency heads and commune-level governments, are expected to carry out this plan effectively and ensure that all goals and targets are met.
