This plan seeks to honor the legacy of the revolution, foster patriotism, and instill national pride. It also aims to raise public awareness of the responsibility shared by government agencies and citizens in building and defending the country, with a particular focus on those who made contributions to the revolution.
The plan helps ensure continued implementation of social welfare policies and demonstrates the city's commitment to caring for those who have served the nation.
A total of 118,035 gifts will be distributed, with a combined budget of approximately VND 187 billion (around US$7.3 million).
For individuals, three levels of monetary gifts will be given:
Some VND5 million (approximately US$195) per person for Vietnamese Heroic Mothers, individuals who participated in the revolution before January 1, 1945, and those who joined between January 1, 1945 and the August Revolution.
About VND2 million (US$78) will be allocated to each Hero of the People’s Armed Forces, Labor Hero during the resistance war, wounded soldier, including those with Type B injuries, and individuals entitled to equivalent benefits for injuries rated at 21% or higher.
The support also applies to those honored with the Medal “The Fatherland Acknowledges the Meritorious” or the Certificate “Meritorious Service to the Nation.”
Some VND1 million (around US$39) for each individual representing the worship of a martyr (one gift per martyr).
Additionally, the city will present gifts worth VND16 million (about US$625) to 19 distinguished organizations. These include revolutionary institutions recognized with the Medal or Certificate of "Meritorious Service," revolutionary nursing and care centers in Hanoi, the city's liaison committee for revolutionary prisoners of war, the Hanoi Association for Victims of Agent Orange, the Hanoi Funeral Services Unit, managers of martyr cemeteries, and care centers for dioxin victims. The city will also give 252 gifts to exemplary individuals.
The Hanoi Department of Home Affairs will coordinate with relevant departments and commune-level authorities to monitor the gift-giving process and ensure compliance. Violations or misuse of policies will be promptly addressed.
Local governments are responsible for developing and carrying out their plans to distribute gifts and organize activities marking the National Day celebration. The People's Committee requires all units to strictly and promptly implement preferential policies for those with meritorious service, safeguarding transparency and fairness, and ensuring that all recipients receive the full benefits as prescribed. Authorities must remain vigilant in identifying and addressing any violations, especially cases of misconduct or abuse of the policy.
