The plan focuses on standardization and digitization efforts to ensure consistency, improve public service delivery, and support effective implementation by government staff. It aims to streamline procedures under the city's jurisdiction, enhance administrative efficiency, unlock resources, and promote business support and socio-economic development.
The review and simplification will cover four key areas:
1) 148 internal administrative procedures under the management of the Hanoi People's Committee, already approved by the Chairman.
2) Internal procedures managed by departments and agencies under the Committee, as announced by their directors.
3) Procedures within the management scope of commune-level People's Committees.
4) Procedures listed in Document No. 5990/VPCP-KSTTHC dated August 22, 2024, including: Department of Home Affairs: 70 procedures Department of Justice: 24 procedures Department of Finance: 109 procedures Department of Industry and Trade: 15 procedures Department of Agriculture and Environment: 100 procedures Department of Construction: 45 procedures Department of Science and Technology: 56 procedures Department of Culture and Sports: 47 procedures Department of Education and Training: 19 procedures Department of Health: 31 procedures City Inspectorate: 18 procedures Office of the People's Committee: 51 procedures
Implementing Entities
The plan applies to all departments, agencies, the Hanoi Public Administrative Services Center, and commune-level People's Committees. It sets out specific targets as follows:
On disclosure and publication: All procedures announced by the Chairman must be fully updated and made public on the national administrative procedures database.
On simplification: All internal procedures under the management of the city, departments, and commune-level units must be reviewed and simplified in line with current regulations. Priority will be given to reducing at least 60 percent of the processing time for procedures classified as "Green Lane".
On digital process design: All procedures published by the Chairman must be converted into electronic workflows for internal management.
Implementation Tasks
Submit for publication the internal administrative procedures managed by the city, departments, and communes.
Review, approve, and implement plans to simplify procedures across all levels.
Update and publish all applicable procedures on the National Public Service Portal.
Design and restructure workflows, and integrate these procedures into the city's centralized document and task management system.
The People's Committee instructs all departments and units to implement their assigned tasks promptly and in a coordinated, scientific manner, ensuring that deadlines, quality, and objectives are met. Effective coordination with the Hanoi Public Administrative Services Center and relevant agencies is essential throughout the implementation process.
