A major emphasis is placed on accelerating digital transformation in legal education, grassroots conciliation, and legal accessibility standards. This shift is expected to bring a breakthrough in legal education by putting citizens and enterprises at the center.
The target audience includes public officials, civil servants, members of the armed forces, urban and rural residents, ethnic minorities, women, youth, employers and employees, businesses, and foreigners residing in Hanoi. It also covers groups defined under the Law on Legal Dissemination and Education.
The plan outlines 17 tasks for legal education, 4 tasks for grassroots conciliation, and 3 tasks for legal accessibility standards.
The Hanoi People's Committee has assigned the Department of Justice to serve as the standing body of the City's Legal Education Coordination Council. The Department is responsible for coordinating with relevant agencies to implement the legal education initiatives and must report progress to the Ministry of Justice and the Hanoi People's Committee every six months and annually.
The implementation must closely follow the directions and requirements set by central and municipal authorities. Legal education efforts must be focused and strategic, integrated with other related programs and initiatives, and tailored to the needs of target groups and areas.
The plan calls for the active participation of the entire political system, including officials, public employees, the armed forces, students, workers, and all citizens of the capital. It also underscores the important role of the two-tier Legal Education Coordination Councils.
Citizens and businesses are encouraged to embrace a spirit of self-learning, legal research, and law compliance. Party members, officials, and civil servants, especially those in leadership roles, are expected to set an example in learning, understanding, and following the law.
Legal education efforts will be linked to the implementation of the city's 2025 theme: "Discipline, Responsibility, Action, Innovation, Development," and the roll-out of Hanoi's two-tier local government model from July 1, 2025.
