The meeting between Chairman of the Hanoi People's Committee Tran Sy Thanh and Chief Representative of the Japan International Cooperation Agency (JICA) Vietnam Office Kobayashi Yosuke.
Chairman of the Hanoi People's Committee Tran Sy Thanh on May 13 met with Kobayashi Yosuke, the newly appointed Chief Representative of the Japan International Cooperation Agency (JICA) Vietnam Office.
Chairman Thanh welcomed Kobayashi to Hanoi and highlighted the longstanding and in-depth cooperation between the city and JICA over the years.
He expressed confidence that Kobayashi will achieve many successes in his new role during this term.
During the meeting, the two officials discussed two major projects currently underway in Hanoi, which are the Hanoi Urban Railway No.2 Project (Metro Line 2) and the Yen Xa Wastewater Treatment Plant.
Kobayashi provided updates on the progress of the metro line project, also known as the Nam Thang Long-Tran Hung Dao metro line. He also raised concerns regarding ongoing issues with the Yen Xa wastewater treatment project.
The Japanese official hoped that Hanoi authorities would continue to support and coordinate closely to ensure the timely and smooth implementation of both projects.
Chairman Thanh addressed the concerns raised by JICA, reaffirming the city's commitment to meeting strict timelines and quality standards.
He also emphasized the need to reform traditional ODA loan procedures to better align with the fast-paced development landscape.
He noted that Vietnamese businesses are now fully capable of engaging in more effective and innovative cooperation models.
These businesses are also ready to absorb technology transfers, an important factor for Japanese and other foreign partners to consider, Chairman Thanh added.
The Hanoi leader agreed that both sides should maintain close coordination and work together to resolve any emerging challenges, ensuring that the projects are completed promptly and contribute meaningfully to improving the quality of life for Hanoi's residents.
He also proposed that JICA consider streamlining ODA-related procedures to make them more efficient and better suited to new development needs and cooperation trends.
Kobayashi welcomed the chairman's candid and insightful remarks and affirmed that he would discuss these matters with the Japanese government and enterprises to explore the most effective approaches going forward.
