Hanoi approves policies to support agricultural zones affected by natural disasters

The Hanoi People's Council on July 9 passed a resolution establishing agricultural support policies to restore production in areas affected by natural disasters or plant pests within the boundaries of the city.

The resolution specifies support for seeds, livestock, aquaculture, and forestry species, or part of initial production costs to help recover agricultural activities in impacted zones.

Delegates at the session. 

The resolution applies to Vietnamese agencies, organizations, and individuals, as well as foreign organizations and individuals that are active in or contribute to agricultural restoration in the affected parts of Hanoi, along with related parties. 

It defines eligible beneficiaries as individuals, households, farm owners, cooperatives, cooperative unions, and small and medium‑sized enterprises engaged in crop cultivation, forestry, livestock, and aquaculture within Hanoi that suffer losses from disasters or plant pests.

The resolution sets support levels for affected crops as follows: For rice in the first ten days after sowing, losses exceeding 70 percent of area qualify for support of VND 9,000,000 per hectare (approximately US$345), while damage between 30 percent and 70 percent receives VND 4,500,000 per hectare (about US$173). 

Between day eleven and day forty‑five after sowing, losses over 70 percent are supported at VND 12,000,000 per hectare (US$460), with 30 percent to 70 percent losses receiving VND 6,000,000 per hectare (US$230). 

Beyond forty‑five days, damage above 70 percent draws VND 15,000,000 per hectare (US$575), and 30 percent to 70 percent losses receive VND 7,500,000 per hectare (US$288).

For seedling areas, losses over 70 percent receive VND 45,000,000 per hectare (US$1,725), and damage between 30 percent and 70 percent receive VND 22,500,000 per hectare (US$860). For annual crops in the early growth stage (up to one‑third of growth cycle), losses above 70 percent draw VND 9,000,000 per hectare, while 30 percent–70 percent losses receive VND 4,500,000. 

In the mid‑growth stage (one‑third to two‑thirds of cycle), support rates increase to VND 15,000,000 per hectare for high losses and VND 7,500,000 for moderate losses. In the late stage (over two‑thirds of cycle), support reaches VND 22,500,000 for over‑70 percent losses and VND 11,250,000 for 30 percent–70 percent damage.

Overview of the session. 

For perennial crops in the establishment phase, losses above 70 percent trigger VND 18,000,000 per hectare (US$690), and moderate losses draw VND 9,000,000 per hectare (US$345). In the production phase, if trees remain alive despite yield loss, the support is VND 30,000,000 per hectare (US$1,150) for severe damage, and VND 15,000,000 (US$575) for moderate damage. 

If trees die or no longer recover, or in mother stock orchards used for propagation, losses above 70 percent receive VND 45,000,000 per hectare (US$1,725), and damage between 30 percent and 70 percent draws VND 22,500,000 per hectare (US$860). 

For propagating nursery areas using material from mother stock, those damage levels correspond to VND 90,000,000 per hectare (US$3,450) and VND 45,000,000 per hectare (US$1,725) respectively.

The resolution includes support for forestry damage. For newly planted forest or non‑timber species in the first half of the harvest cycle, losses over 70 percent receive VND 12,000,000 per hectare (US$460), and 30 percent–70 percent damage receives VND 6,000,000 per hectare (US$230). For older plantations or forest over three years old, the support rises to VND 22,500,000 per hectare (US$860) and VND 11,250,000 (US$430) respectively. 

Seedling gardens receive VND 30,000,000 per hectare (US$1,150) for high losses and VND 15,000,000 per hectare (US$575) for moderate losses. For nursery seedlings under twelve months of age in fast-growing species, serious damage is supported at VND 60,000,000 per hectare (US$2,300), moderate at VND 30,000,000 per hectare (US$1,150). For slow-growing species under twelve months, support reaches VND 90,000,000 per hectare (US$3,450) and VND 45,000,000 per hectare (US$1,725).

The policy also covers aquaculture losses. Semi-intensive pond or tank systems qualify for VND 90,000,000 per hectare (US$3,450) per affected area. Cage or raft systems receive VND 45,000,000 per 100 cubic meters of damaged volume. Other aquaculture forms are supported at VND 22,500,000 per hectare (US$860).

Livestock losses are compensated as follows. For poultry (chickens, ducks, geese, pigeons), birds up to fourteen days old receive VND 15,000 per bird (US$0.58), those aged fourteen to twenty‑eight days receive VND 30,000 per bird (US$1.15), birds aged twenty‑eight to forty‑two days receive VND 31,000 (US$1.20), and older birds receive VND 45,000 per bird (US$1.73). 

For quail, the rates are VND 3,000 (US$0.12), VND 5,000 (US$0.19), VND 6,000 (US$0.23), and VND 10,000 per bird (US$0.38) depending on age categories. For pigs, compensation is VND 750,000 (US$29) for pigs up to fourteen days old, VND 900,000 (US$35) for those aged fourteen to twenty‑eight days, VND 905,000 (US$35) for twenty‑eight to seventy‑five days, VND 2,250,000 (US$86) for older pigs, and VND 4,500,000 per sow or boar being bred (US$173).

For dairy heifer calves, support is VND 2,000,000 per calf up to three months old (US$77), VND 4,000,000 for calves aged three to six months (US$154), VND 4,100,000 for dairy cows aged six to nine months (US$158), and VND 12,000,000 for those older than nine months (US$460). 

For beef cattle, buffalo, and horses, compensation is VND 1,500,000 per animal up to three months old (US$58), VND 3,000,000 for those aged three to six months (US$115), VND 3,100,000 for animals between six and nine months (US$119), and VND 7,000,000 for older animals (US$269). For deer, sheep, goats, and ostriches, the support amount is VND 2,500,000 per animal (US$96). 

Rabbit support is VND 50,000 per animal up to twenty‑eight days old (US$1.92) and VND 70,000 per animal older than twenty‑eight days (US$2.69). Beekeepers receive VND 500,000 per hive (US$19) for lost hives.

The resolution also provides for high‑value crops that are not specifically covered above. For ornamental kumquat grown commercially, damage above 70 percent is supported at VND 90,000,000 per hectare (US$3,450), and 30 percent–70 percent damage is supported at VND 45,000,000 per hectare (US$1,725). 

For ornamental peach trees, the rates are VND 60,000,000 per hectare (US$2,300) and VND 30,000,000 per hectare (US$1,150). For Buddha's hand citrus in production phase, serious losses receive VND 60,000,000 per hectare (US$2,300), and moderate losses receive VND 30,000,000 per hectare (US$1,150). 

For other ornamental species such as white mai, phat loc, Japanese jasmine, bougainvillea, camellia, tua lan, moc hoa, bay laurel, vun phuc, peony, rose, and magnolia, support reaches VND 60,000,000 per hectare for damage over 70 percent and VND 30,000,000 per hectare for losses between 30 percent and 70 percent. 

For potato and sweet potato, compensation is VND 30,000,000 per hectare (US$1,150) for heavy damage and VND 15,000,000 per hectare (US$575) for moderate. For lilies and orchids, support is the same as for tubers.

The resolution allows inputs in kind such as seeds, livestock, or equipment instead of cash, with value converted to corresponding monetary support based on market rates at the time of assistance.

The resolution requires commune‑level People's Committees to allocate funding from their own budget reserves. If support needs exceed fifty percent of the commune reserve, the commune must request additional resources from the municipal agriculture and environment department. The city government may then consider additional allocations from the city budget reserve or other legal financial sources.
