After a focused and productive morning of work, the 24th session of the Hanoi People's Council (16th tenure), held as a special session, concluded successfully on June 27.

The session was conducted with urgency, seriousness, democracy, and efficiency, and completed its full agenda.

In his closing remarks, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that the council had carefully reviewed reports and proposals from the Hanoi People's Committee, as well as assessment reports from the Council's committees.

As a result, 11 resolutions were passed with strong consensus. Many of these resolutions are critical and timely, directly impacting the city's upcoming transition to a two-tier local government model, set to begin on July 1.

Immediately following the session, the Council requested the Hanoi People's Committee, along with relevant departments and localities, to promptly and effectively implement the resolutions.

These actions must align with the law and the Council's resolutions, focusing on the following key areas:

First, the reorganization of administrative units and implementation of the two-tier local government model reflects a sound policy of the Party and State.

It aims to ensure a streamlined, efficient, and effective political system, bringing government closer to the people and improving services for both citizens and businesses.

The council urged all departments and localities to remain focused and execute central and municipal directives seriously and effectively, ensuring the new model operates smoothly without disruption to economic or public services.

Second, the council approved several resolutions regarding the adjustment of administrative responsibilities in socio-economic management, revenue and expenditure assignments, budget estimates, public investment planning, and public asset management.

These provide a legal basis for transferring duties from district to ward-level governments.

The Council called on the People's Committee to quickly issue detailed implementation plans and guidance to ensure consistent and unified enforcement.

During this transition, the Committee must also proactively resolve any emerging challenges.

Third, specialized resolutions were adopted regarding the adjustment of land recovery project lists and approval of investment policies for key projects, including the land clearance and resettlement for the road connecting Gia Binh Airport to Hanoi and the waste-to-energy project under the public-private partnership (PPP) model.

These initiatives are essential for tackling pressing issues in transportation and environmental management and are expected to have a significant socio-economic impact.

The council requested the Hanoi People's Committee to develop detailed action plans, assign responsibilities clearly, set specific timelines, and strengthen oversight to ensure timely, high-quality execution in line with regulations.

Finally, the council called on its standing committee, relevant committees, and councilors to strengthen oversight of the implementation of the new governance model and related mechanisms and policies.

This includes identifying and addressing difficulties to ensure the Council's resolutions are effectively translated into practice.

The council also requested that the Hanoi chapter of the Vietnam Fatherland Front continue promoting public awareness and encouraging voter and community support for central and municipal policies.

The organization is also expected to enhance its supervision of policy implementation, helping to build consensus and ensure the success of the city's administrative reforms.
