Strengthening prevention and control of coronavirus epidemic (21:03 10/02/2020)


HNP - The Hanoi People’s Committee issued Official Letter No.  414/UBND-KGVX on February 7 on strengthening the prevention and control of acute respiratory disease caused by the novel coronavirus (nCoV) in the city. 


Accordingly, in implementing Official Letter No. 164/TTg-KGVX dated February 3 of the Prime Minister on enhancing the fight against nCoV-caused acute respiratory disease, the Municipal People’s Committee asked departments, sectors and district/township People’s Committees to comply with isolation measures for returnees and those coming from all of China’s 31 provinces for 14 days upon their entry into Vietnam. 

 

The city’s entities and district/township People’s Committees are responsible for organizing isolated zoning and quarantine for suspected infection cases  in medical facilities. 
 
For those coming from or having traveled through Hubei Province, China, they must be treated as infection cases at the Police Hospital at No.6 Van Phu Street, Ha Dong District, Hanoi. Meanwhile, other cases can be quarantined at home under the strict supervision of the authorities.
 
Under the document, departments, sectors and district/township People’s Committees are tasked to disinfect houses and surrounding areas of suspected cases  and make a list of people who have made close contacts with them for monitoring. 
 
Furthermore, the Municipal People’s Committee assigned the city Police to ensure facilities to isolate those coming from or having traveled through Hubei Province, China, within the last 14 days at the Police Hospital. 
 
The Police is responsible for directing police forces of districts, wards and communes to review the  immigration  cases, coordinating with commune/ward medical stations to monitor people coming from epidemic-affected areas; taking stronger solutions to combat the epidemic (if necessary); investigating and handling fake news about spread of coronavirus.
 
The Municipal People’s Committee requested the Department of Health to instruct public and non-public health facilities to strictly perform screening and isolation for cases of novel coronavirus as regulated. 
 
The health sector is in charge of guiding health centers to tighten surveillance on isolated cases in the community and draw a list of people who have made close contacts with them for monitoring.
 
It is assigned to give guidance on environmental sanitation, detoxification and disinfection to prevent the spread of the nCOV, and isolate and wipe out epidemic outbreaks right at the site of infected or areas where suspected nCoV cases are detected. 
The health sector is tasked to prepare fully facilities, medicines, medical equipment, chemicals and human resources for disease prevention and control, and be ready to receive and  treat suspected patients with 2019-nCoV. 
Besides, the Municipal People’s Committee requested the Department of Education and Training to advise the Municipal People’s Committee on closing schools; make a list of students and teachers coming from or having traveled through epidemic-affected areas and work with district/township People’s Committees to monitor them. 
 
Meanwhile, the Department of Labor, Invalid and Social Affairs will draw a list of workers and vocational students arriving from epidemic-affected areas for monitoring. 
 
The Department of Tourism will instruct travel companies and hotels to timely and promptly update on the people arriving from epidemic-affected areas for monitoring as well as carry out environmental sanitation campaigns to combat the epidemic.
 
The Hanoi Industrial and Export Processing Zones Authority will be charge of directing industrial parks and export processing zones to make a list of people arriving from epidemic-affected areas for monitoring, and proactively disinfect facilities. 
 
District/township People’s Committees are asked for strict implementation of isolation measures, as well as detoxification and disinfection for offices, schools and accommodation establishments.
