Accordingly, the Department of Labor, War Invalids and Social Affairs will serve as an advisor in rolling out the plan’s missions and solutions; proactively urge and work with relevant departments, sectors and collectives to implement assigned tasks and give periodic reports to the Municipal People’s Committee as regulated.
The Department of Planning and Investment will cooperate with Departments of Finance; Health; Labor, War Invalids and Social Affairs; Transport; and Construction, among others to review investment and allocation of funds to carry out the plan’s targets; jointly monitor the implementation in the city.
The Department of Finance is tasked to submit fund allocation proposals to the Municipal People’s Committee in accordance with approved contents; give instructions on inspecting and supervising the spending as stipulated by the State Budget Law and related laws.
The Department of Health is in charge of executing assigned tasks stipulated in the plan and fulfilling all targets; giving report to the Department of Labor, War Invalids and Social Affairs.
The Department of Education and Training is responsible for carrying out assigned missions and completing all targets assigned by the city; ensuring studying and teaching conditions for the PWDs; encouraging the socialization to open up special classes for children with disabilities in combination with vocational training and rehabilitation; giving report to the Department of Labor, Invalids and Social Affairs.
The Department of Culture and Sports will roll out assigned missions at the plan; helping the PWDs join cultural activities and arts performance; creating optimal conditions for the PWDs to use some physical training, sports, entertainment and tourism services as prescribed by the law; enhancing inspection on granting licenses for organizations that organize cultural and art programs with the participation of the PWDs.
The Department of Home Affairs will deploy the assigned tasks; research and submit preferential policies for the PWDs to the Municipal People’s Committee for consideration and decision.
The Department of Construction will enhance inspection of the granting of construction permits; instruct organization and individuals to strictly follow standards on design to assist disabled persons in accessing works, such as railway station, car terminals, medical examination and treatment establishments, education facilities, apartment buildings, among others; advise the Municipal People’s Committee on offering solutions to fulfill the assigned targets at the plan.
The Department of Transport is responsible for giving assistance to the PWDs to get on and off vehicles conveniently; granting free bus travel pass for the PWDs.
The Department of Information and Communications will instruct news agencies to disseminate guidelines and policies of the Party and State for the PWDs; upgrade portals to help the PWDs to assess them.
The Department of Justice will strengthen law dissemination and provide legal aid for the PWDs when needed.
The Department of Taxation will enhance inspection and give instruction on considering tax exemptions for business establishments employing the PWDs as regulated.
The Municipal People’s Committee recommended the Vietnam Fatherland Front’s Hanoi chapter and organizations to positively join activities to support the PWDs; cooperate with the city’s entities and authorities to encourage organizations and individuals to give more assistance to the PWDs.
Vietnam Bank for Social Policies (Hanoi branch) will create optimal conditions for production and trade facilities employing the PWDs to assess preferential loans as regulated.
District/township People’s Committees will focus on effectively carrying out solutions to fulfill assigned missions as planned.
