Accordingly, the Municipal Police is assigned to take prime responsibility and cooperate with relevant sectors to serve as an advisory body in issuing directives of the Municipal Party Committee’s Standing Board on continuing to enhance the leadership and direction in the fight against drugs use and trafficking in the new situation while advising the Municipal People’s Committee and People’s Council on issuing concrete mechanisms to combat crimes.
Additionally, the Municipal Police in collaboration with the Department of Foreign Affairs will advise the Municipal People’s Committee to organize delegations to learn experiences in the fight against drugs and crimes.
Besides, the Municipal Police will take prime responsibility for acting as advisory agency in monitoring the implementation of Plan No. 148/KH-UBND dated July 3, 2019 of the Municipal People’s Committee on working out Directive No. 12/CT-TTg dated April 25, 2019 of the Prime Minister on enhancing prevention and control of crimes and violation case relating to “black credit” and child abuse.
The Department of Labor, War Invalids and Social Affairs will propose measures to support drug users after undergoing detoxification program with vocational training courses; improve professional skills at drug detoxification centers throughout the city.
It is necessary for the Department of Labor, War Invalids and Social Affairs in collaboration with the Department of Health to instruct the centers to implement drug treatment programs; timely handle incidence so as to guarantee safety, security and order.
The Department of Health is responsible for carrying out assigned missions to fulfill the 90-90-90 goals as scheduled; strengthening the communication on HIV/AIDS prevention and control; conducting inspections on professional activities, especially the management and storage of Methadone; tightening the cooperation with police forces in ensuring social security and order in areas around detoxification centers.
The Department of Planning and Investment is tasked to tighten the control of business registration while advising the city government on issuing legal documents on handling violations.
The Department of Justice will take prime responsibility and work with relevant departments and sectors to act as advisor in issuing specific legal documents to strictly handle infractions.
The Department of Customs will enhance the cooperation with departments and functional sectors to conduct inspection so as to timely detect and strictly handle cases of smuggling and trade fraud, transportation and trade of prohibited and fake goods.
The Sub-Department of Market Management is requested to jointly inspect and control the market so as to timely detect and handle violation cases.
Meanwhile, district/town Steering Committees 138 will deal with disagreements among people, especially in land management; proactively grasp local situation and implement the “four-on-spot” motto to settle issues relating to political security and social order; often conduct inspections on business activities to timely detect and handle violation cases; among others.
