According to the plan, there are 6 key groups of tasks including: Reviewing, evaluating and proposing directions to improve the law related to the legal aid policy for the elderly; capacity building for legal aid workers; provide legal aid to the elderly and aged people with financial difficulties; communication on and increasing access to legal aid for the elderly; exchange and learn experiences with provinces and cities on the above contents; monitor, guide and inspect the implementation of support policies for the elderly and the aged people with financial difficulties. Thereby, the city aims at improving the quality and effectiveness of legal aid cases for the elderly and the aged people with financial difficulties; at the same time, strengthen communication to provide legal aid for the elderly and the aged people with financial difficulties, ensuring that 100% of elderly people eligible for legal aid are provided with legal services free of charge as required by law.
Every year, the city organizes 3-5 training courses to improve the capacity of legal aid workers on legal aid knowledge and skills for the elderly and the aged people with financial difficulties.
Regarding legal advice, the city will strengthen the implementation of legal consultancy activities for the elderly, the the aged people with financial difficulties and those in need of legal aid in communes, wards and townships, the Elderly Association, the elderly's clubs, social assistance facilities... Every year, 50-70 legal consultations are performed at the grassroots. Along with that, Hanoi would focus on implementing the case of participating in legal proceedings and representing outside the proceedings to protect the legitimate rights and interests of the elderly with financial difficulties, ensuring that 100% of the needy elderly would receive financial assistance in case of need.
In order to do well the above task, the city requires to improve the quality and effectiveness of legal aid cases for the elderly, the aged people with financial difficulties; strengthen communication on the right to legal aid for the elderly and the elderly with financial difficulties, ensure that 100% of elderly people eligible for legal aid are provided with free legal services when required by law.
