The official dispatch stated that the Communication and Education Commission of the Hanoi Party Committee received a document from the Council for Coordination of Law Dissemination and Education of Hanoi on launching and participating in the online contest "Learning the provisions of the law on related to the rights and obligations of overseas Vietnamese”. This contest,  organized by the Ministry of Justice, officially starts from 0:00 on October 25, 2022 to 24:00 on November 25, 2022 with an online exam after 30 days at https://moj.gov.vn/cuocthitructuyen and on the Portal Ministry of Justice website and portals, as well as websites of a number of related units.

The aim of the contest is to raise awareness among cadres, party members and people from all walks of life about regulations on the rights and obligations of overseas Vietnamese and people of Vietnamese origin; laws on residence, marital status, nationality, authentication; the right to vote; regulations on exit and entry; laws on land, housing; regulations on the protection policies of the State of Vietnam for overseas Vietnamese citizens, as well as policies to encourage and attract foreign investment in Vietnam in all fields. The Communication and Education Commissions of districts, town committees, party committees affiliated to the City Party Committee, Fatherland Front and city socio-political organizations, etc., direct and organize information about the contest; simultaneously mobilizing, encouraging and creating conditions for officials, civil servants, employees, union members, members, high school students, students and all classes of people to actively respond and participate; promote communication about the online contest "Learning the provisions of law related to the rights and obligations of overseas Vietnamese" on the press, portal, website of agencies and units; proactively update news and communication about the contest and send it to the contest organizers for monitoring and posting on the contest's website...

In addition to the prizes of the   Organizing Committee, based on actual conditions, agencies and units shall reward the winning individuals under the management agencies and units; coordinate with the Central Competition Organizing Committee to review the list and information of the candidates participating in the contest to ensure that they do not violate the contest rules and verify the information of the winners in the contest according to the recommendation of the Organizing Committee.
