Implementing COVID-19 prevention and control measures in new normal (08:10 18/09/2020)


HNP - Hanoi People’s Committee issued Official Letter No.  4522/UBND-KGVX on September 16, regarding the implementation of COVID-19 prevention and control measures in the new normal.


In an effort to effectively carry out measures to prevent the spread of the novel coronavirus in the community as well as prevent the virus from spreading into Vietnam, especially when the Prime Minister allowed the reopening of commercial fights to some countries, the municipal People’s Committee asked the city’s entities and localities to continue complying with disease prevention regulations under the direction of the PM, the National Steering Committee on COVID-19 prevention and control, the Ministry of Health and the municipal  authorities. 
 
Under the document, the whole city must remain vigilant in COVID-19 fight, while striving to fulfill its socio-economic development goals. 
 
It is necessary to increase communication activities to encourage local residents to follow anti-pandemic measures, which are masking up in public, washing hands with soap, limiting crowed gatherings in public areas, keeping a safe distance from each other, making health declaration forms as required, among others, 
 
The municipal authorities also called on the locals to install the Bluezone application on smartphones to trace those who are exposed to the COVID-19 patients. 
 
The communication work must focus on the message “Masking up - Disinfecting - Keeping Distance - Avoiding crowded place - Making health declaration” under diversified ways.
 
The municipal authorities allowed the reopening of karaoke parlors, bars and discos, provided that these establishments comply with COVID-19 countermeasures under the instruction of the Ministry of Health. 
 
All businesses with catering services are encouraged to arrange seats at least a meter from each other and partitions to limit the spread of the infection.
 
All schools, universities, colleges and vocational education institutions are requested to strictly implement COVID-19 response guidelines  so as to ensure safety for students. 
 
The municipal People’s Committee assigned the health sector to drastically handle the COVID-19 outbreaks as new COVID-19 infection cases reported.
 
The Department of Health is tasked to enhance inspection of compliance of COVID-19 prevention measures at hospitals and medical facilities in the city, and suspend medical examination and treatment in hospitals which do not comply with anti-COVID-19 protocols.
 
The Department of Health will also cooperate with the Department of Construction, the Capital High Command and Me Linh District’s authorities to propose the use of Me Linh field hospital as a quarantine camp to the municipal People’s Committee for its approval. 
 
The municipal authorities urged the Capital High Command to cooperate with the Department of Health and districts to tighten the management of centralized quarantine facilities.
 
The Department of Tourism is in charge of coordinating with the Department of Health and district/township People’s Committees to submit a list of hotels selected to serve as paid quarantine facilities for incoming people to the municipal People’s Committee for its consideration and approval. 
 
The municipal People’s Committee asked the Department of Public Security to work with functional forces to strengthen inspection and strictly handle all illegal entrants or those spreading fake news on COVID-19, among others.
 
District/township will take full responsibility for COVID-19 prevention and control, and enhance inspection of the implementation of anti-pandemic measures in localities.
