Accordingly, over the past quarter, Hanoi has kept an eye on removing difficulties and creating favorable conditions for local enterprises, improving investment and business environment and facilitating start-ups.
Due attention has been paid to improving the city’s Provincial Competitiveness Index (PCI), the Provincial Governance and Public Administration Performance Index (PAPI), the Public Administration Reform (PAR) index, and the Satisfaction Index of Public Administration Services (SIPAS).
Also, the city has enhanced the simplification of public administrative procedures, and provided more online public services at stages of 3 & 4, aiming to save time and reduce costs for all stakeholders.
The municipal authorities have issued Regulation on receiving, processing, issuance and management of electronic documents of the city’s agencies and organizations, which is considered as an important legal platform in building e-Government and smart city, as well as in implementing administrative procedures on the electronic environment.
Besides, the “one-stop-shop” mechanism has been implemented strictly in the city’s state administrative agencies as regulated. Hanoi promulgated the Regulation on performance of the one-stop-shop and inter-agency one-stop-shop mechanisms in handling administrative formalities which took effect on October 14, 2020.
More efforts have been made to improve the effectiveness and efficiency of law enforcement as well as the leadership, direction and administration in all sectors and levels, as well as strengthen communication work on the two codes of conduct among officials, public servants and laborers.
Notably, the National Assembly passed the Resolution on financial and budget mechanisms and policies for Hanoi. This is an important legal basis in performing implementing the urban government model, effectively using resources, promoting public finance reform, contributing to boosting socio-economic development in the time ahead.
In the remaining months of 2020, Hanoi will focus on carrying out nine major tasks so as to fulfill all set targets of administrative reform for 2020.
