Hanoi attempts to improve air quality index (11:07 16/07/2020)


HNP - Hanoi People’s Committee issued Official Letter No. 3074/UBND-DT on July 14 on enhancing measures to ease air pollution and improve the Air Quality Index (AQI) in the capital city. 


Accordingly, the municipal People’s Committee asked departments, agencies and district-level People’s Committees to realize tasks assigned to them in Directive No. 19/CT-UBND dated December 25, 2019 of the city’s mayor on taking solutions to minimize air pollution and improve the air quality measurement.
 
The municipal People’s Committee asked district/township People’s Committees to tighten control and punish acts of littering or straw burning, and increase communication activities to encourage the locals to dump waste in trash bins, minimize the burning of straw and votive papers.
 
District-level authorities are responsible for monitoring the environmental sanitation work in the city, encouraging the use of solar panels or other renewable resources in daily life, reviewing the land fund to increase  investments in building outdoor playgrounds so as to improve people’s living standards and  protect air environment.
 
Under the document, the municipal People’s Committee requested Department of Construction, district/township to continue washed streets as guided. 
 
The task forces are requested to collaborate with the Police to enhance inspection on construction sites, environmental sanitation work and vehicles carrying construction materials, construction waste and daily-life garbage. 
 
Department of Natural Resources and Environment are in charge of operating 35 air monitoring stations in the city without incident and provide data to district/township People’s Committees in order to make public all information about the city’s air quality.
 
Departments of Construction; and Finance are tasked to serve as advisory agencies in issuing administrative sanction on acts of causing environmental pollution. 
 
Department of Construction is responsible for upgrading wastewater collection system and accelerating waste water collection and treatment projects, aiming to improve the quality of environment. 
 
The document underlined the necessity for the city’s Department of Transport to urge construction units to strictly comply with environmental protection regulations when executing their works. 
 
Meanwhile, the Department of Information and Communications will provide AQI information to organizations and citizens in the city.
