Hanoi regards COVID-19 fight as its permanent task (21:45 04/05/2020)


HNP - Hanoi Steering Committee for COVID-19 Prevention and Control issued Announcement No. 392/TB-BCD on April 30, stating conclusion of its head Nguyen Duc Chung, who is also the Chairman of the Municipal People’s Committee at the 41st meeting on pandemic prevention and control in the city. 


Accordingly, district- and commune-level People’s Committees are tasked to continue with  implementation of Directive No. 19/CT-TTg dated April 24, 2020 of the Prime Minister, Directive No. 07/CT-UBND dated April 28, 2020 of the Municipal People’s Committee while considering the fight against COVID-19 as a permanent  and long-term work which attracts the engagement of the entire political system as well as the support from the people.
 
In addition, more efforts should be made to increase communication activities encouraging local people to join hands with local authorities in the fight, considering the citizen's cooperation  a decisive factor in preventing the spread of COVID-19.
 
Under the document, task forces from communal to municipal levels are available 24/7 to receive and deal with report  from the public relating to the coronavirus outbreak. The people are advised to report on offenders of COVID-19 pandemic prevention rules on the SmartCity app.
 
The announcement underlined the need for enhancing dissemination to encourage medical facilities and pharmacies to report individuals purchasing medicines for cold and common cold symptoms of cough and fever. The buyers are requested to submit health declarations immediately and be tested for the virus.
 
He requested the people to wear face masks, wash hands with soaps or hand sanitizer, and keep safe distance from others in public places. 
 
In the coming time, after social distancing rule was loosened in line with guidelines of the Prime Minister and the Chairman of the Municipal People’s Committee, it is necessary to call on the public to take anti-pandemic measures to protect themselves, he noted. 
 
Chung demanded strict punishment for trade facilities that fail to comply with opening hour rule, while saying that all street vendors are now banned in the area.
 
He also asked local authorities to take full responsibility for monitoring and strictly handle violation cases as stipulated by law. 
 
The Municipal People’s Committee assigned chairpersons of district- and commune-level People’s Committees to speed up sorting out  the  people eligible for receiving financial support from the social security package in accordance with Resolution No. 42/NQ-CP dated April 9, 2020 of the Government and ensure right objects. 
 
The Department of Health is tasked to continue rolling out pandemic prevention and control task in line with the municipal authorities’ instructions in addition to ensuring food safety and hygiene in the city.
 
Meanwhile, Departments of Education and Training, Labor, Ward Invalids and Social Affairs are in charge of working with the Department of Health to guide educational establishments to ensure full safety for students at schools. 
 
The Department of Industry and Trade will work hard to boost goods supply-demand connection and ensure the supply of food and necessities for the people.
 
Chung asked the Police, the Department of Transport and the Market Surveillance Agency in collaboration with district/township People’s Committees to instruct functional forces to increase inspection and strictly deal with violations regarding COVID-19 prevention and control.
