Following the plan, Hanoi target the city’s provincial competitiveness index (CPI) in 2020 to remain in the nation’s top 10, while departments, units, districts and wards continue to operate in a transparent manner, with 100% of decisions, policies and administrative procedures being published on their respective websites and portals.
Additionally, Hanoi set to maintain the online business registration rate at 100%; rate of enterprises declaring and paying taxes online at over 98%; ensuring 100% tax refund claims are processed on time and time for property registration at 14 days.
Hanoi also set target for 100% of administrative procedures at all local agencies to be provided at advanced stages of 3 and 4; at least 30% of administrative procedures to be processed at stage 3 and 4; 100% of hospitals, schools, electricity and water providers, mobile carrier to cooperate with banks and intermediary payment services providers for billing online.
To realize these objectives, Hanoi People’s Committee requested all agencies to continue improving criteria with higher scores in the PCI and address remaining shortcomings; enhancing responsibilities of public servants for a better business environment and supporting the business community during the Covid-19 pandemic.
Local agencies are tasked with focusing on their objectives in improving business environment and enhancing competitiveness capabilities; supporting enterprises with the objective of building a government for the people, while taking the interests of the people and enterprises at center of its services.
