In 2020, Hanoi set targets for 100% of administrative units in the city to draft plans on realizing the administrative reform targets of Hanoi in 2020; monitoring the reform progress for at least 30% of units and departments in 2020; 100% units and departments to provide initiatives on administrative reforms; 100% of people’s committees at district levels to evaluate efficiency of administrative reforms at their localities; 100% of administrative units in Hanoi to hold dialogues with citizens, organizations and enterprises regarding fields under their competence at least twice per year; among others.
Moreover, Hanoi’s authorities continue to improve business environments; encouraging innovative startups; attracting investments and boosting economic growth; restructuring economic sectors; enhancing efficiency in master planning and environmental protection; promoting cultural, social activities and ensuring social welfare.
Hanoi People’s Committee requested public servants to comply with administrative disciplines; strictly following rules of not drinking alcohol beverages during working hours and smoking cigarettes in public places; complying with code of conducts in public places; among others.
This year, Hanoi People’s Committee would continue to simplify and remove obsolete administrative procedures and lower expenses for the business community in realizing administrative procedures.
At the same time, the local authorities are determined to streamline the organizations for greater efficiency in operation; investing in IT infrastructures towards the establishment of e-government and smart city; conducting set of measures to improve the provincial competitiveness index (PCI), the satisfaction index of public administration services (SIPAS) and the public administrative reform index (PAR).
